About The Position

Provide customer-centered services designed to enhance workforce development activities and service strategies for job seekers and employers. Provide direct program support to re-attach job seekers to the workforce utilizing focused work-based learning and skills training to include credentialed on-the-job training.

Requirements

  • Experience providing excellent service to job seekers and employers
  • Experience working with unemployed, underemployed, displaced workers, noncustodial parents, ex-offenders, veterans, individuals with barriers or other economically-disadvantaged populations
  • Ability to prioritize tasks and document all aspects of services provided
  • Demonstrated communication, analytical and interpersonal skills
  • Knowledge of Microsoft Office programs

Nice To Haves

  • Bachelor’s degree or equivalent experience preferred
  • Bilingual in Spanish is a plus

Responsibilities

  • Manage a caseload of 50 to 75 customers with a 100% eligible enrollment rate
  • Implement recruiting processes and initiatives to identify and connect unemployed and long-term unemployed individuals to employment
  • Coordinate and provide direct case management services to include assisting the job seeker to: develop long- and short-term employment goals; create an Individual Employment Plan (IEP); and coordinate support and related services with other providers; track the job seeker’s progress toward goals and modify the IEP as necessary
  • Provide career guidance to assist job seekers in making and carrying out career decisions for success in the labor market; identify suitability for and/or barriers to employment/training
  • Provide consistent and comprehensive career advisement to facilitate a clear Career Pathway plan utilizing individualized assessment of work skills and personal development needs
  • Provide vocational-interest and career assessments to job seekers using an understanding of alternatives and requirements so that appropriate tools, training, and resources can be accessed by the job seeker
  • Provide current labor market information to job seekers and employers
  • Assist in resolving problems that may impede participation and/or performance in selected programs; provide follow-up activities according to program guidelines
  • Promote PA CareerLink® services to the public and other service providers by coordination of marketing activities with the media, community organizations, schools and other entities
  • Provide orientation information to job seekers and employers, individually and in group sessions, about PA CareerLink® services and the services of other agencies and organizations
  • Cultivate an employer pool specifically targeted to provide work-based training to include apprenticeships, rotational paid internships, and credentialed on-the-job training opportunities
  • Provide intensive services to employers, including making employer contacts; analyzing employer workforce and economic development needs; analyzing occupations to determine the skill sets needed by job seekers; coordinating special recruitment services; and referring job seekers to openings
  • Oversee job seeker’s program participation providing career counseling, job coaching and career mentoring that ensures sustained employment
  • Provide intake services, individually and in group sessions, to job seekers and employers; work may include direct entry and updating of records in PA CareerLink® web-based system (CWDS), and in other systems as needed; provide instructions to job seekers and employers so they can enter and update their own data in CWDS
  • Document all participant contacts and activities in Commonwealth system of record to include case notes and post-placement follow up contacts
  • Ensure that positive outcomes and goals are met as required by contract; prepare bi-weekly activity report summarizing accomplishments, issues, and upcoming activities
  • Track target goals to include enrollments, trainings, employer contacts, and entered employment, and provide weekly progress reports
  • Use and comply with provisions of all current manuals, handbooks, and other documents derived from federal, state, PA CareerLink® or BWPO policies and procedures
