About The Position

The Quality Assurance Unit of the Reemployment Assistance (RA) Division of the South Dakota Department of Labor and Regulation (DLR) works across all other units within the SD DLR RA to compile data and submit various reports on our activities to the Employment and Training Administration (ETA) Unit of the US Department of Labor (DOL). These reports may be submitted weekly, monthly, quarterly, or annually depending on the report and the information provided. Each report goes through a dual review/approval process: an initial staff member compiles and completes the report, then a second staff member reviews and signs off before final submission. The Quality Assurance unit is also responsible for Data Validation (DV) and Tax Performance Systems (TPS), two federally guided audit functions of our internal systems. The Data Validation program provides a comprehensive system of checks and balances on our data systems that ensures the accuracy of our ETA reports. The Tax Performance System (TPS) covers all tax activities and operations relating to our administration of reemployment assistance tax. In addition, the RA Division receives information from the Internal Revenue Service (IRS) and the Social Security Administration (SSA) that support different operational needs. The Quality Assurance Unit ensures the RA Division has the policies and procedures needed to protect data received from our federal partners at the highest level. The Quality Assurance Unit continually reviews and updates policies as needed, ensures staff receive required background checks, administer training required by the RA Division or our federal partners, and processes confidential information requests.

Requirements

A strong data analysis background and self-motivated to produce quality results.

Comfortable communicating with others either verbally and through email and other electronic means.
Understands how data is stored and the tools that can be used to retrieve and manipulate it.
Comfortable with using Microsoft Office Products such as Microsoft Word, Microsoft Excel and MS Outlook.
Knowledge of investigative techniques pertaining to data analytics and research methods.
Basic understanding of IT functions, data storage and data mapping.
Knowledge of MS Office 365, especially Excel, Word, and Teams.
Knowledge of basic accounting principles.
Ability to trouble shoot and make sound decisions.
Ability to identify and define problems, extract key information from data available and develop a workable solution.
Ability to organize, research and provide potential solutions to challenges posed to the division.
Ability to work independently as well as in a team setting.
Ability to communicate effectively.
Ability to communicate complicated and complex information to staff in an understandable, and sometimes visual format.

Nice To Haves

Exposure to Microsoft SQL Server, Microsoft Access and Microsoft Power BI is a plus.
A college degree is preferred but not required.

Responsibilities

Working across the various units of the RA Division to collect data on operational activities and submit this data to the US DOL monthly, quarterly, and yearly though various reports.
Leading and assisting in the administration of several federally guided internal audit programs designed to ensure data accuracy and operational excellence and ensure we are meeting federal standards.
Identifying and reporting on any areas where improvement may be needed and help develop and implement solutions while proving regular updates on progress made.
Assisting in maintaining compliance standards of USDOL, IRS, and SSA. Compliance activities will include writing and maintaining policies, monitoring and auditing security measures, creating and administering training materials, and assisting in annual reporting activities.
Working with the Quality Assurance Unit of the RA Division, this position will be responsible for responding to any Confidential Information Requests received by the agency.
SD DLR and its RA Division have adopted an "Optimize Initiative" focused on continuous improvement within the Agency. This position from time to time may be asked to identify possible areas of improvement and organize and lead associated improvement projects.
Monitoring state and federal activities that may affect DLR RA and our operations. This includes state and federal legislation, administrative rulings, national policy memos and guidance. Meet with staff and report on these changes.
Working across all various operational groups within the RA Division, including meeting with staff, reviewing processes and documentation, ensuring compliance and reporting on findings and corrective actions.
Since this position focuses on data, technician issues may involve working with IT Developers to isolate and correct any issue that may affect accurate reporting.
Using internal data to develop, maintain, and regularly publish key metrics that are used internally to guide management decisions and improve operational performance.
