About The Position

The Los Angeles County Affordable Housing Solutions Agency (LACAHSA) is a new agency, created to address the ongoing challenges of affordable housing in L.A. County. We help people stay in their homes and increase housing options in all communities of Los Angeles County. Our agency was created by California state legislation sponsored by community organizations and housing experts, approved by the State Legislature, and signed by Governor Gavin Newsom. We are governed by a Board of 22 Los Angeles County leaders, including elected officials and housing experts. Now that you know who we are, here’s what we’re building and how you can help shape it. As the RenterAid Manager, you will provide programmatic oversight for LACAHSA’s countywide RenterAid Program, a core initiative within the Renter Protection & Homelessness Prevention (RPHP) portfolio. This position will help manage a high-impact homelessness prevention and legal services strategy designed to keep renters housed through rental assistance, legal services, coordinated outreach, housing stabilization, and cross-jurisdiction service delivery systems. The RenterAid Program Manager will work closely with the RPHP Manager, Chief Program Officer, and a strong team of consultants and implementation partners to oversee and continuously improve the RenterAid Program. This role will be central to translating strategy into execution, ensuring operational excellence, partner accountability, equitable outcomes, and measurable impact across Los Angeles County. Requirements

  • 3+ years of experience implementing housing stability, social service, or renter assistance programs.
  • Bachelor’s degree in public administration, business, social policy, or related field.
  • Experience managing multiple stakeholders and cross-sector collaborations.
  • Strong understanding of housing instability, renter protections, and homelessness prevention systems.
  • Highly organized with strong project management and communication skills.
  • Comfortable operating in a fast-paced, start-up environment.

Nice To Haves

  • Experience working with Los Angeles County jurisdictions or regional government systems.
  • Experience with rental assistance programs, eviction prevention, legal aid coordination, or Neighborly systems.
  • Experience in public sector grant management and procurement.

Responsibilities

  • Support strategy and implementation of the countywide RenterAid program by overseeing timelines, workflows, launch readiness, contract management, partner accountability, and continuous improvement efforts aligned with agency goals.
  • Manage and coordinate contractors, consultants, service providers, and Eligible Jurisdictions (EJs), including oversight of scopes, deliverables, budgets, compliance, reporting, and payments in collaboration with fiscal and operations teams.
  • Provide responsive technical assistance, customer service, and implementation support to Eligible Jurisdictions while building strong partnerships across local governments, County departments, contractors, and stakeholders.
  • Support equity-focused program evaluation and system performance by analyzing outcomes, service gaps, unmet needs, and coordinating development of dashboards, analytics, and reporting tools.
  • Lead and support learning collaboratives, trainings, and cross-jurisdiction knowledge sharing to promote best practices, program consistency, and implementation.
  • Develop and maintain policies, procedures, guidance materials, and operating documents, while recommending policy and operational improvements informed by data and stakeholder feedback.
  • Prepare reports, presentations, and executive briefings on program outcomes, implementation progress, contractor performance, housing stabilization metrics, and strategic recommendations for County leadership, the Board, and stakeholders.
  • Support long-term renter stabilization strategies by identifying opportunities for program expansion, operational efficiency, sustainability, and future prevention initiatives.
  • Serve as the primary point of contact for large-scale research and evaluation initiatives, including RenterAid and other agency-wide program evaluation efforts.
