About The Position

The Regulatory & Policy Analyst (RPA) supports Golden Spread Electric Cooperative (Golden Spread) in monitoring and analyzing legislative, regulatory, and policy matters that impact Golden Spread and its Members. The role focuses on tracking activity at the Public Utility Commission of Texas (PUCT), the Texas Legislature, and relevant federal agencies, and providing analytical support to internal teams. The position contributes to informed decision-making by summarizing complex policy developments and identifying potential impacts. While this role is an individual contributor, the RPA is expected to identify issues, develop solutions, escalate risks as appropriate, and support continuous improvement in regulatory and legislative tracking processes. This role is also responsible for exhibiting GSEC’s and our Member’s cooperative culture.

Requirements

  • Bachelor’s degree in public policy, political science, economics, business administration, public administration or a related field. Relevant work experience may be substituted for required education.
  • 2–5 years of experience in regulatory affairs, Legislative or government affairs analysis, or policy research.
  • High degree of personal integrity, discretion, and confidentiality.
  • Proficient in Microsoft Office365 Suite.
  • Ability to communicate effectively, both in writing and verbally with others inside and outside of the company, including member cooperatives, the legal team, and outside consultants.
  • Ability to maintain effective working relationships, internally and externally.
  • Ability to manage multiple priorities and deadlines.
  • Flexibility to respond to evolving regulatory and legislative timelines.

Nice To Haves

  • Experience with Texas electric utility or cooperative regulatory affairs; Government affairs or legislative monitoring preferred.
  • Familiarity with Texas legislative process and PUCT proceedings preferred.

Responsibilities

  • Monitor and track regulatory and legislative developments affecting Golden Spread and its Members before the Public Utility Commission of Texas (PUCT), Texas Legislature and Texas Ethics Commission, Federal Energy Regulatory Commission (FERC) and other applicable agencies.
  • Track legislative bills during Texas and Oklahoma legislative sessions and assess relevance.
  • Maintain awareness of industry and policy developments.
  • Track and monitor regulatory filings and dockets ensure accurate and timely reporting.
  • Maintain databases, records, and documentation related to regulatory and legislative activities.
  • Prepare and submit required regulatory filings (e.g., lobbying reports, FERC filings, Secretary of State filings) ensuring accuracy and compliance.
  • Develop and maintain working knowledge of Texas Ethics Commission rules requirements.
  • Analyze proposed legislation, PUCT rules, and regulatory filings.
  • Prepare internal summaries, briefing memos, and reports.
  • Maintain regulatory trackers, legislative summaries, and docket reports.
  • Provide routine updates on key developments, deadlines, and emerging risks.
  • Support engagement with PUCT staff and Commissioners, legislators, legislative committees, and regulatory agencies.
  • Assist in preparing: regulatory filings and supporting documentation; legislative materials and bill analysis; and advocacy and stakeholder engagement materials.
  • Coordinate across departments including, but not limited to, Legal, Compliance, Finance, and Member Services.
  • Support communication of regulatory and legislative developments to Members in a clear and timely manner.
  • Assist with coordination and preparation for Government Relations Committee and GS PAC.
