About The Position

The Greater Toronto Airports Authority (GTAA) is seeking a self-motivated and independent Program Analyst, Policy & Regulatory Compliance. This role is ideal for a professional who takes initiative and ownership of their work, serving as a subject matter expert in policy management, regulatory monitoring, and the delivery and reporting of compliance programs. The Program Analyst plays a critical role in the execution and continuous improvement of three key GTAA enterprise programs: the Pearson Standard Program, the Policy Management Program, and Board Regulatory Compliance Reporting. The successful candidate will partner with the Manager and Legal Counsel to translate policy and regulatory requirements into practical, scalable operational processes, support program planning and delivery, coordinate cross-functional inputs, and identify opportunities to enhance efficiency, consistency, and risk management across portfolios. This role involves regular engagement with cross-functional teams, managers, and senior leaders, preparing clear, decision-ready materials for senior management and the Executive Team, and tracking program performance, risks, and compliance outcomes to ensure alignment with established standards and regulatory expectations.

Requirements

  • 3 years of experience in public policy, program delivery, compliance, governance, project management, or corporate administration within a large, complex organization or government entity.
  • Demonstrated ability to translate policy intent into operational controls, delivering and managing complex programs, including tracking risks, dependencies, and deliverables.
  • Experience in cross-functional program delivery; preparation of executive briefings, dashboards, and recommendations; policy documentation lifecycle management, regulatory submissions, and/or compliance reporting; and working in regulated environments.
  • Strong analytical and process improvement skills, with the ability to identify opportunities for standardization, efficiency, and risk mitigation.
  • Excellent stakeholder management and communication skills, including influencing without authority and presenting insights, risks, and recommendations to senior leaders.
  • Highly organized and self-directed, with sound judgment in handling sensitive or confidential information and the ability to manage multiple competing priorities.
  • Advanced proficiency in Microsoft Office tools, including SharePoint, PowerPoint, Excel, and Word.
  • Post-secondary diploma or degree in Business Administration, Planning, Public Administration, Public Policy, or a related field; combined with education or applied experience in public policy analysis, implementation, or public/non-profit sector governance.
  • Ability to obtain and retain a Transportation Security Clearance.

Responsibilities

  • Lead day-to-day execution of the Pearson Standard and Board Regulatory Compliance Reporting programs, translating strategic objectives into actionable workplans, schedules, and milestones.
  • Develop and maintain dashboards, KPIs, scorecards, and tracking tools to monitor program performance and support decision-making.
  • Prepare high-quality, executive-ready briefings, reports, and presentations for senior leadership and governance committees.
  • Lead cross-functional working sessions and consultations with business units to support program delivery, data collection, and analysis.
  • Oversee the full policy lifecycle, including development, review, approval, implementation, and renewal, in alignment with corporate policy frameworks.
  • Analyze legislative and regulatory changes, assess impacts, and provide timely, tailored guidance to internal stakeholders.
  • Administer and enhance systems such as legislative tracking and policy management tools to ensure accuracy, accessibility, and effectiveness.
  • Identify and implement opportunities for continuous improvement, focusing on operational efficiency, data quality, and stakeholder experience.
  • Act as a subject matter expert and provide guidance, coaching, or informal mentorship to junior staff, interns, or project contributors.
