About The Position

The Division of Gaming is seeking a dedicated Manager to lead the team and protect the integrity of limited gaming operations. In this role, you will analyze and manage the investigations of potential regulatory violations or illicit activities across licensed establishments. Your core mission will be to ensure that limited gaming is conducted honestly, fairly, and competitively, while remaining completely free from criminal and corrupt elements.

Requirements

• Must possess and maintain a valid Colorado Driver's License (at the time of application).
• Eight (8) years of relevant experience in a regulatory environment.
• A combination of related education and/or relevant experience in Criminal Justice, Security Management, and Cybersecurity, Homeland Security or a closely related field as determined by the Department that that equals to eight (8) years.
• Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
• As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
• Final candidates must also complete a successful background investigation and reference check prior to appointment.
• Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.
• Motor Vehicle Records (MVRs) will be pulled for review for workers who: Have an assigned State fleet vehicle, Are required to operate a vehicle as part of the position, Utilize a State fleet vehicle as a pool vehicle.

• Outstanding candidates will have extensive experience leading or managing complex regulatory teams.
• Experience supervising Compliance teams, setting performance standards, and ensuring compliance with legal and ethical guidelines.
• Additional experience with Gaming compliance inspections (specifically table games surveillance).

Responsibilities

• Serves as the manager for the Division of Gaming Regulatory Compliance Unit.
• Directly manage three subordinate supervisors who supervise investigative teams in both Division field offices.
• Develops, updates, and reviews Division, Unit, and Section policies, procedures, guidelines, strategic planning.
• Manages Compliance Investigator Supervisors and Compliance Investigators in both Division field offices and manages Table Games.
• Assigns and plans comprehensive compliance inspections to ensure that licensees, patrons, premises, records, and devices adhere to Colorado gaming statutes, rules, and internal control minimum procedures.
• Reviews and manages reports and complaints of violations.
• Provides leadership and training and delivers presentations to internal and external sources.
• Maintains regulatory aspects of compliance for the unit and remains proficient with necessary state systems.
