About The Position

NAYA Family Center is seeking a strategic and people-centered Regional Portfolio Manager to serve as the operational and supervisory lead for NAYA's growing in-house property management company. This role oversees the Affordable Housing Property Manager and will help shape the systems, culture, and long-term strategy of a portfolio expanding well beyond its current 19 units. Requirements

  • At least five years of progressive experience in residential property management, affordable housing operations, or portfolio oversight.
  • At least two years of experience supervising staff, coaching performance, and building team accountability.
  • Experience managing multiple properties, property managers, or site teams.
  • Experience with property management software such as Yardi.
  • Hold an active Oregon Property Manager License — or can obtain one within six months.
  • Affordable housing compliance certifications (LIHTC, HUD, or Fair Housing training) or are committed to obtaining them.
  • Work or lived experience in the Native community, or a genuine commitment to learning Native American history and understanding the diversity of the local urban Native experience.
  • Own your own vehicle and a current Oregon or Washington driver's license, and are insurable under NAYA's liability insurance policy.
  • Ability to move between strategy and execution without losing sight of either.
  • Calm under pressure, highly organized, and don't let things fall through the cracks.

Nice To Haves

  • Affordable housing experience — LIHTC, PSH, or culturally specific housing models — strongly preferred.
  • Experience building systems, policies, and procedures in a growing or startup environment, and you're energized by that kind of work.

Responsibilities

  • Supervise, coach, and support the Affordable Housing Property Manager through regular check-ins, goal setting, and performance feedback.
  • Build the staffing structure, workflows, and systems needed to expand NAYA's in-house property management across the full housing and commercial portfolio.
  • Oversee portfolio-wide operations including occupancy, receivables, work orders, leasing, vendor performance, resident concerns, compliance, and physical asset standards.
  • Develop and implement standardized policies and procedures that create consistency across properties.
  • Lead the successful transition of additional properties into NAYA's in-house management platform.
  • Monitor performance metrics and provide regular reporting on occupancy, collections, turnover, maintenance response, and resident experience.
  • Partner with NAYA's asset management, real estate development, housing services, and finance teams to align operations with long-term goals.
  • Oversee vendor relationships, service contracts, maintenance standards, and portfolio-wide preventive maintenance systems.
  • Ensure all properties remain compliant with affordable housing requirements, Fair Housing laws, Landlord Tenant laws, and funding partner requirements.
  • Lead preparation for inspections, audits, file reviews, and reporting deadlines.
  • Support budget development, expense oversight, and cost containment strategies that preserve livability and resident trust.
  • Strengthen communication and coordination between property management and resident services teams.
  • Help design staffing plans and hiring recommendations as the portfolio grows.
  • Help create a culturally grounded property management approach that strengthens community, trust, and resident stability.
  • Participate in team projects, events, and cross-departmental collaboration as an active member of the Community Development team.
