About The Position

The Medical Assistance Program (MAP) administers Medicaid and related public health insurance programs for the City of New York. The Out-Stationed Eligibility Division (OED) operates ten community offices across the five boroughs of New York City, assisting eligible residents with enrolling in public health insurance programs, primarily Medicaid. This role, under the general direction of the Executive Director of the Centralized Applications Division, involves managing the operations of multiple community offices focused on processing applications and service requests for Non-Modified Adjusted Gross Income (MAGI) consumers who qualify for public health insurance directly with MAP. The position is for an Administrative Manager NM-II, functioning as the OED Regional Director for the Brooklyn & Mail-In Community Offices.

Requirements

Applicant must be permanent in Civil Service title Administrative Manager.
A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation of resources, and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty.
OR An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. OR A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. OR Education and/or experience equivalent to the above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described above.
Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Responsibilities

Oversee the day-to-day operations of MAP Community Offices involved in determining Medicaid eligibility, ensuring adherence to agency protocols and compliance with Federal, State, and Local Laws and established timelines.
Observe and review work output and results, activity reports, and conduct meetings, counseling, and on-the-job training; monitor time and leave.
Direct Community Office Site Managers in the proper operation of the office to ensure services are provided to consumers based on State and Federal regulations.
Manage the implementation and adherence to internal procedures, ensuring community offices comply with all regulatory and procedural guidelines.
Interpret departmental and other pertinent rules and regulations for site managers for unilateral application of procedures.
Ensure adherence to policies and procedures established to improve the effectiveness, efficiency, and productivity of Community Offices.
Monitor staff activities and operations for uniformity and optimal efficiency.
Maintain oversight and effective control of reporting systems for accurate and timely monitoring of performance.
Collaborate with the Director in establishing strategies, approaches, and protocols for program implementation and other initiatives.
Interact with other HRA programs, New York State Department of Health (NYSDOH), and other agencies on consumer issues/concerns.
Provide Medicaid Offices’ statistical management reports to the Program Director, identifying deficiencies and assisting management in planning strategies to improve productivity and enhance administrative processes.
Intercede to address and resolve complaints, issues, and concerns submitted by consumers and government entities.
