About The Position

The Villages Community Development Districts is seeking an experienced Regional Area Manager to assist our Senior Managers in overseeing all aspects of Community Watch operations within a designated region. This role involves overseeing all resources assigned to the region, including patrol supervision, gate operations, fleet maintenance, and facility management. The Regional Area Manager will supervise supervisors, manage scheduling and payroll, coordinate training programs, and ensure seamless operations 24/7/365. Responsibilities include budget preparation, purchasing, policy implementation, and emergency response, ensuring the region operates efficiently while maintaining high standards of service and safety.

Requirements

  • Associate degree or equivalent from a two-year college or technical school, or six months to one-year related experience and/or training or equivalent combination of education and experience.
  • Proficient with Microsoft Office (Word, Excel, Access, Outlook, PowerPoint).
  • Skilled at managing budgets and purchases.
  • Experienced in public agency or security operations.
  • Confident decision-maker who can remain calm under pressure.

  • Valid Florida Driver’s License.

Nice To Haves

  • Prior experience with vehicle fleet operations, maintenance, and administration is desired.
  • Experience dealing with the public, working in a public agency setting, and working in an organization that will have provided applicable knowledge is desired.
  • Experience in creating and establishing fleet policies and procedures, from vehicle assignment to replacement cycling and accident reporting.

Responsibilities

  • Oversee all Community Watch operations in the region, including patrol, gates, communications, fleet, and facilities.
  • Oversee vehicle procurement, maintenance, repairs, and replacement, establishing policies from assignment to cycling.
  • Assist with annual budget preparation and manage regional expenses including fleet, facilities, and personnel costs.
  • Research, assess, and implement new programs to continuously improve operations and customer service.
  • Supervise all regional supervisors including communications, patrol, and gate operations.
  • Manage personnel assigned to patrol supervision, patrol driver, square patrol, gate attendants, and administrative personnel.
  • Maintain the Community Watch fleet and annex building.
  • Perform duties as assigned by Senior Managers, including representing them at district functions and speaking engagements.
  • Attend meetings and functions outside of normal business hours.
  • Perform weekend on-call duties as assigned.
  • Prepare reports and correspondence, maintain records, and monitor the budget, purchases, and expenses.
  • Assist Senior Managers with the development of policies and procedures.
  • Review logs, reports, and forms for accuracy and completeness.
  • Ensure continuous efforts to improve operations, decrease turnaround times, streamline work processes, and provide quality customer service.
  • Interact with staff to ensure efficiencies and effectiveness of current Operations Section programs.
  • Work directly with trainers to ensure pertinent and effective training is conducted.
  • Maintain effective working relationships with VCCDD Department Heads.
  • Participate in planning and conducting staff meetings to educate Regional Section staff regarding policies and procedures.
  • Manage all regional records, including hard copies and electronic versions, organizing, storing, and archiving them.
  • Manage scheduling and payroll duties related to regional personnel.
  • Maintain a recorded inventory of all equipment assigned to the region and order supplies as needed.
  • Monitor damaged gate reports to address and/or eliminate repeated calls regarding identified problem gates.
  • Supervise and participate in the procurement and maintenance of Community Watch vehicles and patrol related equipment.
  • Manage, assign, and track the use of vehicles, including mileage and vehicle condition.
  • Analyze and report which vehicles are to be purchased and how they are equipped to the Senior Managers.
  • Establish and maintain daily/monthly/quarterly/annually required vehicle preventive maintenance services for all vehicles assigned to Community Watch.
  • Ensure all vehicles and assigned equipment of the region are properly maintained, regularly serviced, and fully operational.
  • Perform basic repairs on fleet vehicles when appropriate.
  • Prepare and ensure accuracy of data related to vehicle fleet reports, mileage tracking, cost per vehicle, costs per tire mile, and fuel mileage.
  • Assist Senior Managers with annual budget preparation related to regional operation, including gate house repairs, fleet repairs, replacement costs, gate house enhancements, and personnel costs.
  • Track purchases during the year to ensure budget allocations are not exceeded.
  • Anticipate needs and comply with District guidelines regarding the transfer of funds.
  • Supervise and participate in the procurement of supplies and equipment needed for the region’s operation, including patrol, gate house operations, and fleet maintenance.
  • Supervise the distribution of department uniform supplies within the region.
  • Evaluate Community Watch equipment such as tire brands, vehicle makes and models, and safety equipment.
  • Perform general clerical work, including copying and filing documents, entering and retrieving computer data, and answering the telephone.
  • Respond to resident concerns, issues, and general questions in a timely and professional manner.
  • Communicate through a variety of mediums including written, oral, and electronic means.
  • Demonstrate knowledge of department policies and procedures.
  • Develop and maintain cooperative and courteous relations with residents, staff, and the general public.
  • Assist in the development of long-range plans.
  • Attend periodic training and conferences as directed.
  • Maintain a working knowledge of the geography of The Villages.
  • Directly supervise all supervisors in the region, including the on-duty communications supervisor.
  • Directly supervise Patrol Drivers and Gate Attendant personnel when necessary.
  • Perform other duties as assigned.
  • Perform additional duties in an emergency.
