This is a highly responsible and professional position serving as the Recruitment Manager within the Business Operations Unit. The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

Requirements

  • Valid Driver License.
  • Two years of experience with Technical Assistance and Monitoring of Human Resources activities.
  • Two years supervising or serving in a leadership role.
  • A bachelor's degree from a college or university in Business Administration or Public Administration is preferred and four years of professional experience performing and/or managing human resources/personnel.
  • A master's degree from a college or university can substitute for one year of the preferred experience.
  • Professional experience as described above can substitute on a year-for-year basis for the required college education.
  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.

Responsibilities

  • Manage and oversee recruitment activities for SAMH Headquarters, and the Regional Operations, including advertising, applicant screening, interviewing, and onboarding.
  • Ensure recruitment processes comply with personnel rules, collective bargaining agreements, and agency standards.
  • Collaborate with management to identify staffing needs, develop accurate job descriptions, and implement strategies for hard-to-fill positions.
  • Supervise staff responsible for preparing requisitions, advertisements, interview scheduling, and selection packets.
  • Manage and oversee technical assistance and monitoring activities for all Human Resources actions for SAMH.
  • Oversee the preparation and processing of all personnel actions, position action budget forms, and related budget requests across SAMH programs and facilities.
  • Meet with management team members to determine appropriate personnel actions and coordinate approvals with the Office of Human Resources.
  • Ensure timely and accurate processing of appointments, separations, transfers, and reclassifications.
  • Serve as the initial point of contact for all employee relations and labor relations matters within SAMH.
  • Coordinate with the Office of Human Resources Employee Relations and Labor Relations units to ensure consistent and compliant handling of issues.
  • Assist management with disciplinary actions, including documentation review, investigatory interviews, counseling memoranda, written reprimands, predetermination letters, final action letters, and dismissals.
  • Provide day-to-day consultation and guidance to staff and management on personnel policies, rules, and procedures.
  • Provide leadership, guidance, and support to recruitment staff, ensuring balanced workloads and accountability for deadlines.
  • Monitor staff performance, establish performance expectations, and provide coaching and feedback.
  • Promote a collaborative and respectful workplace culture that supports productivity and morale.
  • Assist with the development and delivery of training for supervisors and staff on employee relations, disciplinary processes, and recruitment procedures.
  • Maintain accurate, confidential records of personnel actions and employee relations matters.
  • Generate reports on staffing, recruitment metrics, disciplinary trends, and vacancy rates for leadership review.
  • Participate in job fairs, outreach initiatives, and special projects to support recruitment and retention efforts.
  • Review and approve timesheets, ensuring compliance with leave policies and attendance standards.
