About The Position

This open competitive advertisement is for a SES (Selected Exempt Service) position located at Central Office in the Procurement department. The mission of the Procurement Department in the Florida Department of Corrections (FDC) is to acquire goods and services in a fair, transparent, and cost-effective manner to support the Department's operations and initiatives. This position is not a telework position and is required to report to the FDC office in the area it serves.

Requirements

  • Must possess a high school diploma or its equivalent.
  • Must have two (2) years of experience in a supervisory or management role.
  • Must have six (6) years of experience of professional procurement/sourcing experience.
  • Postsecondary education may substitute for up to four (4) years of the required experience.

Responsibilities

  • Lead, motivate, train, and evaluate a team of Purchasing Analysts, with authority to recommend hiring, transfers, and disciplinary actions.
  • Manage and review contracts, amendments, reports, and solicitation documents to ensure compliance with state purchasing rules and departmental standards.
  • Ensure the accuracy, quality, and timeliness of work products while identifying and addressing issues requiring leadership attention.
  • Utilize technology to achieve policy objectives and identify best practices and innovations in procurement and contracting.
  • Guide internal and external stakeholders on technical specifications, solicitation requirements, and procurement laws, while facilitating pre-bid conferences and public bid openings.
  • Monitor special projects, assist with procurement document reviews, and draft complex technical specifications, performance standards, and evaluation methodologies.
  • Oversee the advertisement of competitive solicitations, single sources, awards, and public notices, and serve as the Procurement Officer on assigned solicitations.
  • Represent the Bureau in resolving procurement issues, ensure compliance with state and department regulations, and stay updated on purchasing laws and procedures.
