About The Position

Performs intermediate skilled administrative support work recruiting employees, managing compliance; coordinating and managing employee training programs; assisting employees, preparing, maintaining, and submitting various personnel related reports and documents, and related work as apparent or assigned. Work is performed under the limited supervision of the Training Division Chief.

Requirements

  • General knowledge of the philosophies, principles and practices of recruiting and training; methods and personnel and training record keeping; ability to effectively present and lead training presentations; ability to plan and coordinate logistics for recruiting events; general knowledge of the organization and administration of County government; skill in the use of computer equipment and associated software, hardware and peripheral equipment; ability to communicate and present ideas effectively, both orally or in written form; ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations; ability to prepare and maintain detailed and technical records; ability to conduct personnel interviews and counsel employees; ability to maintain technical records; ability to establish and maintain effective working relationships with associates and the general public.
  • Favorable background history as determined by review of local, State and Federal records
  • Valid driver’s license in the State of Georgia with a favorable driving history (MVR)

Nice To Haves

  • Bachelor’s degree in Business Administration, Human Resources Management, Public Administration or other applicable field preferred.
  • Two to Five years of recruiting and/or training related experience highly desirable.
  • Moderate experience in public or private sector Human Resources Management, Training or Recruiting preferred.

Responsibilities

  • Works with hiring managers to attract and recruit skilled, diverse and committed candidates for Fire Department vacancies and recruit classes.
  • Performs outreach to attract candidates through various hiring events and advertising plans.
  • Manages recruitment process and various approvals throughout the hiring cycle including posting vacancies according to position requisition, assisting with some interviewing, and managing offer process and prescreening paperwork.
  • Manages candidate screening process by creating skills testing specific to jobs and other testing assessments.
  • Assists in writing job descriptions and performs periodical audits to ensure they fully represent the position and are appropriate for the department’s structure.
  • Manages training program tracks and records to ensure compliance with GFSTC and ISO and state EMS guidelines.
  • Monitors progress on annual employee certification and training requirements.
  • Manages training programs for leadership, succession planning, special situations and other needs as directed.
  • Presents training or development opportunities as part of long term and ongoing efforts, including, Disciplinary process, Supervisor 101, Cybersecurity, Civil workplace, etc.
  • Coordinates general training (non-Fire/EMS) with CHR department to ensure consistency of topics, most efficient use of training resources, and that general requirements for all employees are completed.
  • Coordinates training activities including record-keeping, scheduling of existing training classes and identifying and developing new training courses.
  • Prepares monthly, quarterly and annual reports for various agencies in compliance with Federal and State law and licensing agency requirements.
  • Creates a variety of documents including correspondence, forms, reports and related documents, etc. to provide notices to employees and Division Chiefs.
  • Assists with the planning, coordination and execution of various employee-based activities and programs while ensuring deadlines and budgets are met.
  • Assists in the coordination and preparation of periodic, special and other mandated reports; collects information from a variety of sources and compiles data; processes requests for information and reports; disseminates collected and compiled information to appropriate parties; tracks various actions and activities to ensure completion.
