About The Position

Marine Corps Community Services (MCCS) is seeking a Recreation Center Manager to oversee the operation of the Mainside Active Duty Recreation Center (ADRC). This role involves directing a comprehensive program of recreational opportunities for active duty personnel, managing facility equipment, and planning, developing, and administering the overall Recreation Center Program within local policies and guidelines. The position requires evaluating recreational needs, developing special events, determining staffing and equipment needs, and coordinating activities to maximize facility use. The Manager will also oversee promotion and advertising, inspect facilities for safety and maintenance, monitor usage reports and budgets, and maintain oversight of financial operations including NAF operating budgets, capital expenditure budgets, and appropriated fund expenditures. Additionally, the role involves supervising employees and volunteers, ensuring compliance with EEO and safety policies, and developing, organizing, publicizing, directing, and evaluating activities. The program specifically targets social, cultural, athletic, and recreational activities for Marines and Sailors aged 18-25, addressing Quality of Life issues for single Marines aboard Camp Pendleton. This includes community service, recreation, and quality of life advocacy. The position may also involve assisting with Single Marine Program trips and base-wide special events, requiring frequent travel and working nights and weekends. Other related duties as assigned.

Requirements

  • Four years of recreation and facility management experience demonstrating knowledge of the goals, philosophy, principles, techniques and procedures used in organizing, planning, administering and conducting recreation activities.
  • One year of supervisory level experience.
  • Relevant education may be used as a substitute for experience.
  • Ability to supervise large groups of people.
  • Ability to communicate effectively both orally and in writing.
  • Possess a valid driver’s license.
  • Within one year of hire date, the incumbent must obtain or possess a Certificated Program Planners Certification or a Certified Parks and Recreation Professional Certification.
  • Within three months of employment, the incumbent must obtain and maintain certification in CPR/AED, First Aid, and food handling.

Responsibilities

  • Oversees the operation of the Mainside Active Duty Recreation Center (ADRC) to include directing a comprehensive program of recreational opportunities for active duty personnel.
  • Responsible for the purchase, upkeep and maintenance of facility equipment.
  • Plans, develops, advises on, coordinates and administers the overall Recreation Center Program within the framework of local policies and guidelines.
  • Evaluates recreational needs on a continuing basis by conducting interest surveys, personal contacts with individuals and/or groups, data collection and analysis to determine customer interest.
  • Compiles and analyzes results to determine modification, expansion or curtailment of recreation center programs and services.
  • Develops special events, activities and services to meet interests of the population.
  • Determines staffing and equipment needed for new or expanded programs, and justifies recommendations and requirements.
  • Schedules and coordinates activities, special events and community events to achieve maximum use of the recreation center facilities and resources, ensuring deconfliction with area command and other local entities.
  • Oversees promotion and advertising of events.
  • Inspects facilities for proper operation and maintenance of structures and equipment, making detailed checks for sanitation, cleanliness, and safety of all ADRC areas.
  • Monitors facility usage reports, and the budget for the recreation centers.
  • Maintains oversight of all facets of Recreation Centers financial operations to include NAF operating budgets, NAF capital expenditure budget, appropriated fund expenditures and construction project development.
  • Reviews/analyzes monthly financial operations involving annual revenues/expenses, insuring integrity of financial transactions and procurement management.
  • Directs the preparation and execution of all reports required by higher authority.
  • Supervises employees and any volunteers to include: assigning and distributing work, coaching, counseling, , and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, disciplinary actions, completing performance reviews, signing timesheets, and training employees.
  • Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs.
  • Develop, schedule, organize, publicize, direct and evaluate both recurring and non-recurring activities.
  • Plan a comprehensive program of social, cultural, athletic and recreational activities targeting Marines and Sailors ages 18 to 25 years.
  • The program addresses Quality of Life issues for single marines aboard Camp Pendleton.
  • Programming will include community service, recreation and quality of life advocacy.
  • Assist with all Single Marine Program trips, program, and base wide special events as needed, which involve frequent travel as well as working nights and weekends.
  • Performs other related duties as assigned.
