About The Position

Marine Corps Community Services (MCCS) is seeking a dedicated Accountant to provide professional accounting oversight for its Nonappropriated Funds (NAF) programs. This role involves interpreting guidelines, advising management on accounting systems and program operations, reviewing financial policies, and performing financial analyses. The Accountant will prepare various reports, assist in developing corrective action plans, and conduct internal financial reviews. The position also requires providing statistical data on sales, revenue, costs, and other operating expenses to aid management in decision-making. A strong emphasis is placed on providing world-class customer service, adhering to safety regulations, and supporting equal employment opportunity principles. This is a white-collar position where occasional lifting up to 20 lbs may be required.

Requirements

  • Four (4) years of experience in accounting.
  • Knowledge of accounting theories, practices, methods, and techniques to independently perform a variety of assignments and advise managers on accounting and financial matters.
  • Knowledge of accounting automated systems design practices and limitations.
  • Relevant education may be used as a substitute for experience.
  • Skill in using computers, electronic communications, and spreadsheet analysis.
  • Skill in analyzing accounting systems or modifying and adapting conventional accounting and analytical techniques and procedures to solve a variety of accounting problems.
  • Knowledge of NAF missions, functions, applicable regulations, and their relationship to other federal activities and private industry to determine the impact of financial transactions on internal and external operations.
  • Knowledge of and skills to perform audit and review procedures sufficient to review internal controls, account reconciliation and financial statements.
  • Skill to communicate orally and in writing sufficient to prepare reports and guidance and provide briefings on controversial or complex topics.
  • Skill to establish and maintain effective relationships and collaborate with various levels of management.
  • Skill to resolve complex or controversial issues or problems and provide advice and assistance on matters of equal difficulty.

Responsibilities

  • Provide professional accounting oversight of Marine Corps Community Services (MCCS) Nonappropriated Funds (NAF) programs.
  • Interpret and evaluate general guidelines and references for local application to specific problems.
  • Advise MCCS managers on changes to accounting systems and program operations.
  • Provide technical advice and coordinate on all financial operation instructions.
  • Review financial policies and procedures to ensure appropriateness and accuracy.
  • Provide analysis of accounting reports, statements, and other accounting data to MCCS management.
  • Provide input to MCCS financial briefings.
  • Perform financial analyses and prepare a variety of reports and related documents.
  • Perform financial analysis of financial statements and operating conditions by comparing MCCS standards and goals, and local financial goals.
  • Prepare financial analysis of all Nonappropriated Fund Instrumentalities (NAFIs) and their cost centers using financial statements, budgets, historical data and personal research.
  • Provide MCCS personnel with timely statistical data and reports on sales, revenue, cost of goods trends, labor costs, and other operating expenses.
  • Assist MCCS management in developing Get Well Plans to correct deficiencies.
  • Perform internal financial review and special financial studies and analyses as required.
  • Perform a variety of tasks related to financial planning and administration of accounting systems covering operations and expenses of supported MCCS activities.
  • Ensure appropriate General Ledger Accounts Codes (GLACs) and cost centers have been used, document findings and recommendations.
  • Provide written feedback to MCCS management when appropriate.
  • Employ statistical and other sampling techniques to review subsidiary accounts and verify reconciliation with the general ledger.
  • Review Headquarters audit reports and all field activity audit reports and address areas identified as MCCS/Headquarter responsibility.
  • Prepare MCCS-HQTR responses to identified findings and recommendations when necessary.
  • Track corrective actions until closed and coordinate on audit non-concurrences and track them to resolution.
  • May travel to complete work assignments and conduct or attend conferences and meetings.
  • Provide World Class Customer Service with an emphasis on courtesy.
  • Assist customers and communicate positively in a friendly manner.
  • Take action to solve problems quickly.
  • Alert the higher-level supervisor, or proper point of contact for help when problems arise.
  • Adhere to safety regulations and standards.
  • Promptly report any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.
