About The Position

WaTech establishes the strategic technological framework for various state domains and programs, overseeing the primary technology services throughout the state. This position is part of WaTech’s Records Management Unit (RMU) within the Director’s office. The Records Management Specialist is responsible for providing consultation and professional program administration on public records, records retention, litigation holds and discovery requests. This position will work under the supervision of the Records Management Supervisor.

Requirements

  • Four years of experience with records management, including public records, records retention and litigation holds.
  • An associate degree in business administration, accounting, public records, or a related field may substitute for two years' experience.
  • Experience, knowledge and understanding of regulations, policies and procedures of public records.
  • Strong communications, organizational and relationship building skills to coordinate between the various divisions.
  • Knowledge and ability to process public records requests in their entirety, oversee records retention, perform electronic discovery searches and litigation holds.

Nice To Haves

  • A bachelor's degree involving major study in enterprise content management, business administration, public administration, business law, commerce or closely allied field.
  • Four years of experience in public records, records retention, litigation holds and/or electronic discovery.
  • Knowledge and understanding of RCW 42.56.230 Personal Information, RCW 42.56.250 Employment and Licensing and RCW 42.56.420 Security.

Responsibilities

  • Assist the agency-appointed Records Officer and perform all duties under RCW 40.14.040.
  • Assist with agency-wide records management training.
  • Provide guidance to agency divisions on records management and retention schedules.
  • Escalate novel issues or compliance/risk areas to the Records Management Supervisor.
  • Perform research for public records requests.
  • Serve as an active member of the team managing and coordinating public records requests from start to finish.
  • Implement and/or assist with agency litigation holds.
  • Conduct records searches using Microsoft eDiscovery and other tools.
  • Assemble records for public records requests, retention and discovery.
  • Implement and comply with all rules surrounding public records.
  • Maintain log and metrics of work performed on public records requests.
