About The Position

The Real Estate Specialist is responsible for providing professional and technical support to the Department of Real Estate and Asset Management, including but not limited to commercial real estate transactions on acquisitions, dispositions, leasing, and asset management, presentation development, and real estate document development, review, and processing for related transactions for the Fulton County Government.

Requirements

  • Bachelor’s Degree in Real Estate or a related field required; supplemented by five years of experience in commercial real estate, investment sales, or capital markets; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain a valid Georgia driver's license.
  • Must be able to demonstrate proficiency in the performance of commercial and real estate transactions.
  • Knowledge of MS Word, Excel, PowerPoint, and Outlook and the ability to learn new products.
  • Database modeling and design; development of protocols, processes, and procedures for developing databases and reports.
  • Must have an ability to learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
  • Knowledge of real property acquisition, real estate laws, principles, practices, and markets.
  • Understanding of real estate concepts and practices along with in-depth knowledge of federal, state, and local government procedures and statutes.
  • Must have the ability to learn new products, systems learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
  • Must have the ability to read and proof legal documents.
  • Ability to work collaboratively in teams and independently.
  • Ability to maintain a high degree of confidentiality.

Responsibilities

  • Coordinates and negotiates the acquisition and disposition of real estate: acquires property rights (rights-of-way in fee simple, easements, real estate, air rights, rights-of-entry, etc.) for projects related to various County services; collects and analyzes comparable market real estate sales data within a project area; determines the fair market value of property rights required by the County; prepares appropriate financial analysis and reviews for the purposes of confirming market values, appropriate rental rates and just compensation, reviews legal documents for the completion of appropriate real estate transactions where needed; meets with affected property owners to explain proposed projects; discusses their rights under eminent domain, condemnation, relocation, and just compensation; negotiates a settlement for acquiring property rights and initiates processes for property condemnation as required; negotiates financial and rental terms for lease agreements; manages sale of surplus properties as well as property management related matters.
  • Prepares and maintains all necessary and required documentation related to real estate transactions and properties: works with legal department to prepare lease drafts; searches and examines court and tax records to determine or confirm property boundaries, property rights, property assessments, real estate market values, etc., reviews zoning records to determine proposed property zoning, zoning conditions and restrictions, and their impact upon the use of the intended property; maintains files and records of all property acquisitions, dispositions, leases, condemnations, legal actions, and related processes.
  • Manages properties investigates public complaints and inquiries related to County-owned real property or easements; manages consultants providing acquisition services, appraisals, or other services; examines property sites, reviews legal documents to determine the appropriateness of initiating action to abandon County-owned property; upon evaluation, processes request for abandonment of said property; conducts field inspections as needed.
  • Acts as liaison to internal and external parties regarding various real estate topics, advises executive and senior management regarding specific transactions or projects on asset and property values, transaction strategies, etc.; interfaces with the public and responds to inquiries; prepares agenda items for real estate transactions for the Board of Commissioners meetings.
  • Performs other related duties as required.
