About The Position

The Rapid Rehousing (RRH) Team Supervisor is a key leadership role within the Community Resources for Stability (CRS) department. This position is responsible for overseeing the day-to-day implementation of the RRH program, supervising all RRH housing navigators and case managers, and ensuring full compliance with all grant requirements, including those from HUD, HOST, and DOLA. The RRH Supervisor leads all staff training related to program processes, eligibility documentation, and funder compliance. In addition to supervisory duties, the RRH Supervisor carries a small caseload of higher-acuity clients to remain connected to service delivery. This position requires deep knowledge of the RRH model, strong leadership and organizational skills, and a commitment to high-quality, trauma-informed client support.

Requirements

  • Preferred bachelor's/master’s degree in social work, human services, related field, or equivalent work experience.
  • Minimum of five to seven years’ experience in social services, rapid rehousing, housing navigation, or supportive housing models preferred.
  • Prior management experience preferred.
  • Demonstrated experience in staff training, supervision, and program implementation.
  • Strong knowledge of Housing First, RRH standards, and HUD compliance.
  • Excellent communication, documentation, and time management skills.
  • Proficiency in Microsoft Office and data management systems such as HMIS.
  • A valid driver’s license, access to reliable transportation, and proof of auto insurance are required.
  • Employees must maintain a driving record that meets agency insurance requirements and be able to travel to multiple sites or community locations as part of regular job duties. Mileage reimbursement is provided in accordance with agency policy.
  • Strong interpersonal and communication skills for collaborating with various levels of staff, including program managers, directors, and board members.

Responsibilities

  • Provides direct supervision to RRH case managers and housing navigators, including support, accountability, and regular check-ins.
  • Lead all onboarding and ongoing training for staff, including RRH workflows, documentation standards, housing navigation strategies, and grant compliance.
  • Serves as the program expert and internal trainer on funder requirements (HUD, HOST, DOLA), maintaining consistent staff adherence.
  • Monitors caseload distribution, reviews performance, and ensures high-quality client service delivery.
  • Conducts performance evaluations and participates in hiring decisions.
  • Approves financial assistance requests, mileage, and timekeeping entries in accordance with grant rules.
  • Maintains a small caseload of participants with higher service needs.
  • Provides housing navigation, stability planning, and ongoing case management.
  • Conducts client intake, assessments, service planning, and provides counseling, crisis intervention, when applicable, and housing support
  • Ensures detailed and accurate documentation of all services in HMIS and internal systems.
  • Maintains client confidentiality and upholds agency values of equity, dignity, and respect.
  • Conducts routine file reviews to ensure documentation accuracy and readiness for audits.
  • Ensures full compliance with local, state, and federal funder requirements.
  • Tracks performance measures and assists with internal and external reporting.
  • Stays informed on RRH regulations and relays updates to staff through training or documentation refreshers.
  • Builds and maintains relationships with landlords, property managers, and referral partners.
  • Represents JFS at case conferencing meetings (e.g., OneHome), funder workgroups, and relevant community events.
  • Collaborates with other departments to ensure wraparound support for clients.
  • Oversees RRH financial assistance disbursement, ensuring accuracy and funder compliance.
  • Provides data and narrative input for grant reporting.
  • Monitors program budgets and informs spending plans in partnership with CRS leadership.
  • Other duties as assigned.
