About The Position

Hope Solutions is seeking an energetic, flexible, and responsive Rapid Rehousing Manager to support clients and collaborate with interdisciplinary team members and community partners. This role provides leadership, supervision, and oversight of housing-focused services for individuals and families to secure and maintain stable, affordable permanent housing. The manager will oversee program operations, staff performance, and service delivery for multiple programs including Bring Families Home (BFH), Rapid Rehousing Singles (RRHS), Concord Rapid Rehousing (CRRH), Transitional Housing Program Plus (THP+), and Village of Hope Pittsburg. Direct supervision and support will be provided to program staff such as Case Managers, Senior Case Managers, Property Managers, and other housing services personnel, ensuring high-quality service delivery, compliance with funding requirements, and achievement of program outcomes. Collaboration with Contra Costa County Continuum of Care Coordinated Entry System and Employment & Human Services Department (EHSD) Children and Family Services (CFS) is essential for effective referral coordination, program implementation, and housing stabilization services. The position is also responsible for monitoring program performance, analyzing data and outcome reports, ensuring data quality and compliance with HMIS, Apricot, and other reporting requirements, maintaining regulatory compliance, overseeing program budgets and fiscal accountability, fostering collaborative partnerships, and promoting a client-centered approach that advances housing stability, permanent housing placement and retention, increased income, self-sufficiency, and positive outcomes for individuals, families, and Transition-Age Youth (TAY) served across all assigned programs while ensuring achievement of contractual, funding, and organizational goals.

Requirements

  • Passion for and demonstrated experience successfully supporting vulnerable populations, especially homeless families or individuals with mental disabilities.
  • Knowledge of and belief in “Housing First” philosophy and strategies.
  • Bachelor’s degree in Social Work, psychology, or related filed; equivalent experience will be considered.
  • At least five years of experience working with populations from vulnerable circumstances, preferably in dual diagnosis, substance abuse, mental health, and/or homeless setting.
  • Experience managing multiple programs and budget(s) of $500,000 or more.
  • Extensive knowledge of Contra Costa housing resources
  • Outstanding written and verbal communication skills.
  • Computer proficiency in the use of Microsoft and database applications.
  • Must have an operational vehicle, auto insurance, valid California driver’s license, and be willing to drive for work.
  • Must pass LiveScan screening and TB test.
  • Ability to drive an automobile and transport oneself and consumers to appointments or meet at consumer homes, including driving at night.

Nice To Haves

  • Bi-lingual in English/Spanish preferred.
  • May accompany consumers on walks to local resources (grocery store, childcare, parks) up to ½ mile in distance.
  • Must be able to work in a desk setting for up to 3 hours at a time to make calls to consumers, research resources on the internet, and collaborate with community providers with calls/emails.
  • Office setting activities are required, such as typing on a laptop/computer to respond to emails, entering case notes into a database, and copying/faxing forms and documents on a copy machine related to maintaining or obtaining housing.
  • Occasionally must be able to lift and carry objects weighing up to 25 pounds, including furnishings for new residents, files, holiday gifts, and food donations.

Responsibilities

  • Active participation and contribution to the Management Team of Hope Solutions.
  • Cultivate relationships with key stakeholders and County leadership.
  • Assume Director of Navigation and Rapid Rehousing responsibilities when they are away.
  • Represent Hope Solutions by attending relevant community events, including providing presentations regarding the Hope Solutions service model and impact.
  • Represent Hope Solutions with community stakeholders as assigned.
  • Attend monthly Hope Solutions Board Meetings as directed.
  • Comply with all legal/ethical professional guidelines for maintaining consumer confidentiality, adhering to HIPAA guidelines, protecting consumer rights, advocating on consumers’ behalf, and assuring consumer safety.
  • Establish and maintain professional boundaries in working with clients.
  • Comply with all local, state, and federal regulations, policies, procedures, standards of practice, and outcome requirements.
  • Maintain knowledge of and compliance with Fair Housing regulations.
  • Maintain and supervise maintenance of confidential data files that adhere to HIPAA regulations.
  • Assist with the creation/distribution of client satisfaction/feedback surveys.
  • Assist with data entry and completion of financial reports, tenant statements, billings, and correspondence.
  • Attend all required meetings.
  • Complete required personnel-related paperwork and complete expenditure reports for service expenses and/or mileage in a timely and accurate manner.
  • On-call, after-hours, and backup work will be required.
  • Other duties as assigned.
