About The Position

Hope Solutions, founded in 1991, is a non-profit agency dedicated to providing permanent housing and support services to homeless or at-risk families and individuals in Contra Costa County. The Rapid Rehousing Manager (RRHM) will provide leadership, supervision, and oversight for housing-focused services aimed at helping individuals and families secure and maintain stable, affordable permanent housing. This role involves overseeing program operations, staff performance, and service delivery for several programs including Bring Families Home (BFH), Rapid Rehousing Singles (RRHS), Concord Rapid Rehousing (CRRH), Transitional Housing Program Plus (THP+), and Village of Hope Pittsburg. The RRHM will directly supervise program staff such as Case Managers, Senior Case Managers, Property Managers, and other housing services personnel, ensuring high-quality service delivery, compliance with funding requirements, and achievement of program outcomes. Collaboration with the Contra Costa County Continuum of Care Coordinated Entry System and Employment & Human Services Department (EHSD) Children and Family Services (CFS) is crucial for effective referral coordination, program implementation, and housing stabilization services. The position is also responsible for monitoring program performance, analyzing data and outcome reports, ensuring data quality and compliance with HMIS, Apricot, and other reporting requirements, maintaining regulatory compliance, overseeing program budgets and fiscal accountability, fostering collaborative partnerships, and promoting a client-centered approach to advance housing stability, permanent housing placement and retention, increased income, self-sufficiency, and positive outcomes for individuals, families, and Transition-Age Youth (TAY).

  • Supervisory Responsibility: Senior Housing Specialist (1) assigned to the Rapid Rehousing Singles (RRHS) and Concord Rapid Rehousing (CRRH) programs; Senior Housing Specialist (1) assigned to the Transitional Housing Program Plus (THP+) program; Senior Case Manager (1) assigned to the Village of Hope Pittsburg program; and Property Manager (1) supporting the THP+ and Village of Hope Pittsburg programs.

  • Knowledge of and commitment to concepts and issues tied to social justice and housing justice.

  • Participate in and complete our new employee onboarding process, which includes reading and discussing a short chapter in the book, The Color of Law.
  • Passion for and demonstrated experience successfully supporting vulnerable populations, especially homeless families or individuals with mental disabilities.
  • Knowledge of and belief in “Housing First” philosophy and strategies.
  • Bachelor’s degree in Social Work, psychology, or related filed; equivalent experience will be considered.
  • At least five years of experience working with populations from vulnerable circumstances, preferably in dual diagnosis, substance abuse, mental health, and/or homeless setting.
  • Experience managing multiple programs and budget(s) of $500,000 or more.
  • Extensive knowledge of Contra Costa housing resources.
  • Outstanding written and verbal communication skills.
  • Computer proficiency in the use of Microsoft and database applications.
  • Must have an operational vehicle, auto insurance, valid California driver’s license, and be willing to drive for work.
  • Must pass LiveScan screening and TB test.
  • Only candidates authorized to work in the USA without the need for sponsorship will be considered.

Responsibilities

  • Provide leadership, supervision, and oversight of housing-focused services.

  • Ensure effective referral coordination, program implementation, and housing stabilization services by working closely with the Contra Costa County Continuum of Care Coordinated Entry System and EHSD Children and Family Services (CFS).
  • Monitor program performance, analyze data and outcome reports, and ensure data quality and compliance with HMIS, Apricot, and other reporting requirements.
  • Maintain regulatory compliance.
  • Oversee program budgets and fiscal accountability.
  • Foster collaborative partnerships.
  • Promote a client-centered approach that advances housing stability, permanent housing placement and retention, increased income, self-sufficiency, and positive outcomes.
  • Active participation and contribution to the Management Team of Hope Solutions.
  • Cultivate relationships with key stakeholders and County leadership.
  • Assume Director of Navigation and Rapid Rehousing responsibilities when they are away.
  • Represent Hope Solutions by attending relevant community events, including providing presentations regarding the Hope Solutions service model and impact.
  • Represent Hope Solutions with community stakeholders as assigned.
  • Attend monthly Hope Solutions Board Meetings as directed.
  • Professionally represent Hope Solutions in all circumstances.
  • Comply with all legal/ethical professional guidelines for maintaining consumer confidentiality, adhering to HIPAA guidelines, protecting consumer rights, advocating on consumers’ behalf, and assuring consumer safety.
  • Establish and maintain professional boundaries in working with clients.
  • Comply with all local, state, and federal regulations, policies, procedures, standards of practice, and outcome requirements of the Supportive Housing Program and Hope Solutions.
  • Maintain knowledge of and compliance with Fair Housing regulations.
  • Maintain and supervise maintenance of confidential data files that adhere to HIPAA regulations.
  • Assist with the creation/distribution of client satisfaction/feedback surveys.
  • Assist with data entry and completion of financial reports, tenant statements, billings, and correspondence.
  • Attend all required meetings, including but not limited to: Hope Solutions staff meetings, program staff meetings, consumer case conferences, and linkage meetings with other agencies.
  • Complete required personnel-related paperwork and complete expenditure reports for service expenses and/or mileage in a timely and accurate manner.
  • Perform on-call, after-hours, and backup work as required.
  • Perform other duties as assigned.
