About The Position

The Rail Transit Program Manager in our New York Transportation Group will be responsible for growing the Rail Transit practice in the region by leveraging extensive local expertise and qualifications. This role involves scope development and management of studies, plans, specifications, and cost estimates for various transit infrastructure projects, including conceptual, preliminary, and final designs for light rail transit, bus rapid transit, commuter rail, and intercity passenger rail improvements. The Program Manager will collaborate with a multi-discipline A&E team, manage major activities, allocate resources, and lead business development and client engagement for services offered to clients such as NYC Transit, NJ Transit, MTA, PANYNJ/PATH, and Amtrak. This position will also serve as the point of contact for systems-related work within the NY Transportation office.

Requirements

  • Bachelor's degree in engineering.
  • Twenty (20) years of satisfactory, full-time related experience in railway engineering and managing complex multidisciplinary railway projects.
  • At least three (3) years of managerial/supervisory experience.
  • Skilled in technical report writing and communication, including presenting to clients and the public.
  • Demonstrated ability to lead a team on railway and transit projects.
  • Must be able to fulfill essential job functions in a consistent state of alertness and safe manner.

Nice To Haves

  • Significant experience in project management for capital projects of major magnitude and scope, including at least ten years of engineering, design, and construction project management experience.
  • Knowledge and experience in managing projects in an active railroad environment.
  • Excellent interpersonal, communication and presentation skills.
  • In-depth knowledge of Rail/Transit design standards.
  • Familiarity with transit operations and facilities.

Responsibilities

  • Program Manager for New York rail transit clients, leading technical marketing and proposal pursuits to procure key projects.
  • Point of contact for systems work in the NY Transportation office.
  • Develop project scopes, fees, and schedules for design contracts.
  • Meet with regional agency managers, departments, and senior staff to identify rail and transit project opportunities and the current needs of the agencies, focusing on systems, communications, CBTC, Train Control, and Signaling.
  • Increase STV transit profile in the industry by leading and participating in local client events.
  • Lead all aspects of client coordination and manage the design team for Rail Projects, including the planning and environmental process.
  • Manage the assembly of plans, specifications, and construction estimate packages.
  • Manage budgets, schedules, and quality of assigned projects.
  • Serve as a technical expert with recognized authority in a specialization that resolves complex problems and plans projects or design activities with significant impact on major company programs.
  • Plan, organize, and supervise the work of professionals and technicians, and develop and mentor staff.
