About The Position

Lawrence Livermore National Laboratory is hiring an R&D Radiation Protection Training Program Lead in the Radiation Protection Functional Area (RPFA), within the Environment, Safety and Health Directorate. The role independently plans and executes R&D supporting the design, implementation, and continuous improvement of LLNL’s Radiation Protection Training and Qualification programs. These include the Radiation Control Technician (RCT) and Health Physicist (HP) qualification programs, as well as institutional training such as Radiological Worker, Radiation Generating Device Custodian, and Sealed Radioactive Source Custodian training. The position is subject to DOE Order 426.2 and may offer a hybrid schedule after a probationary period, depending on team and organizational needs. It will be filled at either the SES.3 or SES.4 level, based on experience. The successful candidate sets technical strategy and direction for training and qualification, develops and revises health physics training materials, resolves complex program issues, and guides qualification and requalification initiatives. The role works with LLNL colleagues, DOE representatives, and the broader DOE training community; serves as a technical contact for RCT/HP training; and leads internal and external audits, inspections, and site verifications. At the SES.4 level, the role also independently directs R&D tasks and broader program initiatives, provides cross-directorate support to Laboratory-wide training organizations, and operates under consultative direction with latitude to establish objectives and allocate resources. This is a career-indefinite position open to LLNL employees and external candidates. Candidates must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship.

Requirements

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance; U.S. citizenship is required for the clearance.
  • Bachelor’s degree in health physics, nuclear engineering, radiation physics, radiation protection, or a related STEM field, or an equivalent combination of education and related experience.
  • Advanced knowledge of operational and technical health physics fundamentals sufficient to design effective training for Radiological Workers, Health Physicist staff, and Radiological Control Technicians.
  • Significant experience applying and/or developing technical or industry best practices or business principles for managing NRC- or DOE-based Radiation Protection Training Programs.
  • Advanced verbal and written communication skills to collaborate on training development, present and explain technical training information to the ES&H Directorate, and advise RPFA management.
  • Effective organizational skills and attention to detail to lead multiple tasks amid conflicting priorities, tight and changing deadlines, and frequent interruptions while providing high-level customer service and follow-through.
  • At the SES.4 level, subject matter expertise in operational and technical health physics fundamentals sufficient to design effective training for Health Physicist staff and Radiological Control Technicians.
  • At the SES.4 level, substantial demonstrated experience applying and/or developing technical or industry best practices or business principles for managing NRC- or DOE-based Radiation Protection Training Programs.
  • At the SES.4 level, expert verbal and written communication skills for collaboration, technical presentations, and advising RPFA management.

Nice To Haves

  • Previous DOE experience and an active Q clearance.
  • Professional health physics certification, such as NRRPT or CHP.
  • Experience delivering training as a qualified classroom instructor.
  • Experience leading instructors and/or training specialists in developing radiological training in classroom, hands-on practical, and computer-based formats such as Articulate Storyline.
  • Experience designing, developing, and implementing radiological qualification standards for Radiation Protection positions.
  • Expert-level knowledge of 10 CFR 835, DOE-HDBK-1078, DOE-HDBK-1122, DOE-HDBK-1130, and DOE-STD-1070.
  • Advanced knowledge of DOE-HDBK-1078 and the Systematic Approach to Training, including learning objectives, Training Needs Analysis, and Job Tasks Analysis.
  • Experience conducting DOE-STD-1070 assessments or supporting or leading DOE O 426.2 nuclear facility training programs.
  • Experience implementing and/or developing RCT qualification exams and oral evaluation boards.

Responsibilities

  • Set technical strategy and direction for the RP Training and Qualification program, including training design, delivery, and continuing-training methodology.
  • Collaborate across LLNL and the DOE Complex to develop innovative training methods.
  • Support local secondary education and career pipeline programs to help recruit and retain Radiological Control Technician staff.
  • Analyze and resolve complex training and qualification problems involving regulatory requirements, workforce qualification data, and operational needs.
  • Design, develop, and revise health physics training materials and lesson plans for DOE RCT, HP, and Radiological Worker qualifications, consistent with applicable regulations and DOE standards.
  • Independently determine methods, techniques, and evaluation criteria for qualification and training program design, including job task analysis and difficulty/importance/frequency survey methodology.
  • Guide training program initiatives and contribute to RPFA organizational training goals, including influencing qualification and requalification objectives, tracking due dates, and generating training status reports.
  • Serve as the primary technical contact for RCT/HP qualification and training program elements; work with colleagues, management, DOE representatives, and training-related committees.
  • Lead audits, inspections, and site verifications, including DOE-STD-1070 assessments, triennial audits, and DOE oversight of program adequacy.
  • At the SES.4 level, independently direct R&D technical tasks and initiatives and set the broad vision and strategy for the RP Training and Qualification Program.
  • At the SES.4 level, develop innovative methods or technologies to address highly complex training problems and advance qualification-program knowledge Laboratory-wide.
  • At the SES.4 level, provide cross-directorate support to Laboratory-wide training organizations, Strategic Deterrence nuclear facility training programs, and the Laboratory’s Training & Qualification Functional Area Manager.
  • At the SES.4 level, determine and pursue courses of action under consultative direction and establish objectives and allocate resources across multiple qualification program elements.
  • At the SES.4 level, contribute to attracting and retaining training programs, funding, and staff, and potentially serve as an organizational spokesperson on RCT/HP qualification matters.
  • Perform other duties as assigned.
