About The Position

Leidos’ Defense Systems Mission Assurance is seeking a Quality Planning Specialist to join our team to be responsible for supporting Quality activities and team members. The Quality Planning Specialist supports defense industry business operations through proposal development, resource forecasting, staffing coordination, and program planning activities. This role is responsible for coordinating proposal efforts for government and commercial opportunities while ensuring personnel, production capacity, materials, and operational resources are aligned with program requirements and strategic objectives. The ideal candidate has experience working within Department of Defense (DoD) contracting environments and possesses strong analytical, organizational, communication, and project coordination skills.

Requirements

  • Bachelor’s degree in Business Administration, Project Management, Operations Management, Engineering, or related field preferred.
  • Minimum 4 years of experience in proposal coordination, project planning, resource planning, or defense industry operations.
  • Experience supporting government contracts or DoD programs preferred.
  • Strong proficiency with: Microsoft Office Suite (Excel, Word, PowerPoint, Outlook)
  • Project scheduling and planning tools
  • ERP/MRP systems
  • Proposal management tools and collaboration platforms
  • Excellent analytical, organizational, and communication skills.
  • Ability to manage multiple deadlines in a fast-paced environment.
  • Strong attention to detail and document accuracy.
  • Ability to obtain security clearance

Responsibilities

  • Coordinate proposal development activities for government and defense-related solicitations including RFQs, RFPs, RFIs, and IDIQ opportunities.
  • Review solicitation requirements and compliance matrices to ensure proposal responsiveness.
  • Assist with preparation of technical, management, cost, and past performance proposal volumes.
  • Coordinate inputs from engineering, operations, quality, supply chain, contracts, and finance teams.
  • Maintain proposal schedules, action trackers, and submission deadlines.
  • Support proposal formatting, editing, document control, and final production activities.
  • Maintain proposal libraries, templates, resumes, past performance data, and standard response materials.
  • Assist with pricing support, labor category planning, and basis of estimate documentation.
  • Track proposal metrics, win/loss data, and pipeline status reporting.
  • Develop and maintain resource planning schedules for personnel, manufacturing capacity, equipment, and operational support.
  • Coordinate staffing forecasts and labor planning with department managers and program leadership.
  • Monitor resource utilization and identify potential shortages or overallocations.
  • Support project startup planning and resource allocation activities.
  • Assist with production scheduling, procurement coordination, and workload balancing.
  • Analyze labor hours, program demand forecasts, and operational capacity requirements.
  • Maintain planning reports, dashboards, and resource tracking tools.
  • Support risk identification and mitigation planning related to staffing, supply chain, or operational constraints.
  • Coordinate with recruiting and subcontract management teams to support proposal staffing requirements.
