About The Position

Slater Infrastructure Group LLC is seeking a Quality Manager for a major utility project involving the relocation of coal ash from four closed ponds into a new lined landfill near Milledgeville, Georgia. This role is responsible for all aspects of construction quality, including developing and implementing the Quality Control Plan, overseeing testing and inspections, managing subcontractors, and ensuring compliance with environmental permits.

Requirements

  • 7+ years in construction quality on heavy civil, geosynthetics, or landfill work.
  • 3+ years as a quality manager.
  • Direct experience with composite liner and leachate collection systems (geomembrane, geotextile, drainage stone, filter sand) and understanding of their failure modes.
  • GSWCC Level II certification in hand at hire.
  • Construction Quality Management training (CQM-C or equivalent).
  • OSHA 30 certification.
  • Ability to write a Quality Control Plan and defend it to an owner's engineer.

Nice To Haves

  • Geosynthetics CQA experience or certification.
  • Nuclear density gauge certification.
  • Previous work with a major geotechnical engineer of record.

Responsibilities

  • Develop and implement the Quality Control Plan.
  • Conduct density and moisture testing, verify lift thickness, and perform composite liner inspection and repair documentation.
  • Manage certified welder qualifications and weld mapping for onsite welding.
  • Direct the surveying subcontractor and verify monthly topographic submittals, mapping of marketable vs. non-marketable ash, and sampling grids.
  • Collaborate with the owner's independent quality assurance consultant.
  • Oversee erosion, sediment, and stormwater management as the certified inspector for the site's construction stormwater permit.
  • Perform inspections and sampling according to the permit schedule and after significant rainfall.
  • Ensure best management practices for erosion and sediment control are installed and maintained according to the Georgia manual.
  • Provide input into the site's stormwater pollution prevention plan.
