About The Position

U.S. Marine Management, LLC (USMMI) is providing support to the U.S. Army Pre-Positioned Stock Four (APS-4) Watercraft/Modular Causeway System (MCS) Care of Supplies In Storage (COSIS), Exercise and Maintenance program located at the Watercraft Equipment Base – Yokohama North Dock (WEB-YND) in Yokohama, Japan, in order to support Military and Humanitarian actions worldwide. The Quality Control Supervisor will be responsible for inspection, and quality control of all work performed in support of maintenance of U.S. Army Watercraft and Modular Causeway Systems located at WEB-YND, Yokohama, Japan. The Quality Control Supervisor performs inspections and independent evaluations on COSIS operations as required ensuring compliance with the COSIS contract and Army regulatory standards. This individual is responsible for coordinating Quality Assurance (QA) reviews by WEB-YND government staff of maintenance actions and COSIS requirements. The Quality Control Supervisor will work with the Performance Assurance Supervisor to build and manage the process and procedural flow diagrams ensuring proper execution of COSIS Tasks and Maintenance and Supply Operations. The Quality Control Supervisor works with the Supply Supervisor to monitor and evaluate Global Combat Support System – Army (GCSS-Army) applications, ensuring system compliance, and data uploads provide quality information for vessel and equipment status and internal work applications.

Requirements

  • Army Watercraft Senior NCO with 5 - 10 years of Army Watercraft maintenance experience, or a background in Quality Control with 5 – 10 years of experience in Army, Navy or civilian watercraft maintenance and operations.
  • National Association of Corrosion Engineers (NACE) Corrosion Technician Certification
  • Excellent written and oral communication skills, and must be adaptive and flexible in meeting the needs of the business
  • MS Office Suite (Word, PowerPoint, Excel), MS Outlook, web applications, and document publishing applications (preferably)
  • Supports commitment to safety and other selected company standards and certifications
  • USMMI is a drug-free work environment and requires employees to take random drug tests during their employment with the company.
  • Candidate must be a U.S. citizen capable of obtaining/maintaining a secret security clearance from the Defense Security Service (DSS).

Responsibilities

  • Administer the COSIS quality control program in accordance with the Quality Control plan and ISO 9001:2000 standards
  • Perform inspections and independent evaluations on maintenance performed by USMMI and subcontractor labor on all watercraft and modular causeway systems
  • Perform duties onboard vessels during sea trials while underway.
  • Responsible for monitoring all safety, security, and environmental compliance at WEB-YND in the execution of the COSIS contract
  • Responsible for ensuring quality control of supply and ancillary functions under the COSIS contract
  • Liaise with WEB-YND QA government staff to perform verification and stamping of vessel and equipment Checks and Services Packets required in support of all operations
  • Review fault job tickets for completion and closure within Global Combat Support System – Army (GCSS-Army)
  • Assist with, and write, Scope of Work requirements for maintenance tasks in support of COSIS
  • Performs Maintenance and Safety Inspections for Self-Contained Breathing Apparatus (SCBA) Compressors and Air-Paks and Cylinders
  • Perform MCS Modular Warping Tug and Causeway Ferry Logbook entries as required, upload of maintenance documentation into the Global Combat Support System – Army (GCSS-Army) Database, provide job sheets from GCSS-Army for maintenance tasks, management of fault repairs IAW Technical Manuals (TMs), Army Regulations (ARs) and Technical Bulletins (TBs) as Assigned and Directed by the General Manager, COSIS
  • Perform additional duties as directed by the General Manager, COSIS
  • Perform lifting gear certifications for all watercraft equipment as well as COSIS support equipment
