About The Position

Community Development Long Island (CDLI) is the only full-service collection of community development entities that change Long Islanders lives for success in home creation and financial growth. The Quality Specialist is responsible for promoting program integrity, regulatory compliance, and operational excellence within the Housing Choice Voucher (HCV) Program. This position conducts quality assurance reviews, monitors compliance with HUD regulations, SEMAP performance standards, and agency policies, and identifies opportunities to improve accuracy, consistency, and efficiency across program operations. The Quality Specialist partners with supervisors and staff to provide training, coaching, and technical guidance, analyzes quality trends to support continuous improvement, and assists with audits and special projects. Through proactive monitoring and collaboration, this role helps ensure high-quality service delivery while maintaining compliance with all applicable federal, state, and local requirements.

Requirements

  • Bachelor's degree in Business Administration, Public Administration, Social Services, or a related field, or an equivalent combination of education and experience.
  • Minimum of two (2) years of administrative, quality assurance, compliance, auditing, or program operations experience.
  • Ability to obtain Housing Specialist Certification and demonstrate consistent file review accuracy within 6 months.
  • Strong knowledge of HUD regulations, Housing Choice Voucher (HCV) program requirements, and SEMAP performance standards.
  • Proficiency with Microsoft Office Suite, including Word, Excel (formulas, spreadsheets, and mail merges), Outlook, and applicable housing management software (e.g., Emysys or similar systems).
  • Exceptional attention to detail with strong analytical, organizational, and critical thinking skills.
  • Ability to prioritize multiple assignments while meeting deadlines in a fast-paced environment.
  • Excellent written, verbal, and interpersonal communication skills.
  • Ability to maintain confidentiality and exercise sound judgment when handling sensitive information.
  • Demonstrated ability to interpret regulations, identify compliance risks, and recommend corrective actions.

Nice To Haves

  • Bilingual in English and Spanish.
  • Two (2) or more years of experience in the Housing Choice Voucher Program.
  • Previous experience in quality assurance, compliance monitoring, auditing, or program evaluation.
  • Experience developing and delivering staff training, coaching, and procedural guidance.
  • Advanced proficiency with Microsoft Teams, Zoom, Excel, and other collaboration and reporting tools.
  • Experience working with diverse and underserved communities using culturally responsive and trauma-informed practices.
  • Flexibility to work occasional evenings or weekends as needed.

Responsibilities

  • Conduct quality assurance reviews of Housing Choice Voucher (HCV) files to ensure compliance with HUD regulations, SEMAP requirements, agency policies, and program procedures.
  • Identify errors, deficiencies, and compliance issues; communicate findings to staff and monitor timely completion of corrective actions.
  • Collaborate with supervisors and program staff to promote efficient, accurate, and compliant operations.
  • Assist with SEMAP audits, internal monitoring activities, and other quality assurance initiatives.
  • Review case files and system data to ensure accuracy, completeness, and consistency with federal, state, and local regulations.
  • Monitor changes to HUD regulations, program guidance, and agency policies; communicate updates and provide guidance to staff on implementation.
  • Develop and deliver training, coaching, and technical assistance to improve staff performance, consistency, and compliance.
  • Analyze quality review results to identify trends, recurring issues, and opportunities for process improvement; recommend corrective actions and training initiatives.
  • Track quality metrics, compliance outcomes, and operational performance to support departmental goals.
  • Recommend and implement process improvements that enhance efficiency, accuracy, and customer service.
  • Review and investigate potential tenant repayment cases to ensure compliance with applicable regulations and agency policies.
  • Ensure timely and accurate communication with tenants regarding repayment agreements and related program requirements.
  • Prepare quality assurance reports, audit findings, and compliance summaries for management.
  • Support Assistant Directors and leadership with special projects, audits, policy implementation, and operational initiatives.
  • Perform additional duties as assigned.
