About The Position

Vermont Department of Labor is looking for people with auditing, adjudicating, accounting, and/or program compliance experience to join the Benefit Accuracy Measure (BAM) unit in the Unemployment Insurance Division. If you have strong analytical and customer service skills, this may be a great position for you! The Quality Control Specialist I is an entry-level position that is responsible for quality control reviews of statewide unemployment compensation benefits. Duties involve the investigation and analysis of randomly selected cases of compensated weeks of unemployment and denied unemployment insurance claims. Frequent interaction with claimants, employers, and their representatives is required.

Requirements

  • Working in a highly goal-oriented cooperative team environment
  • Basic to intermediate skill in Microsoft Office software, including Outlook, Excel, Word, Teams, and OneDrive
  • Understanding and applying standard both physical and digital file management practices that protect sensitive information
  • The ability to work independently by self-managing daily and weekly workplans to ensure work timeliness
  • Ability to stay organized and on task while handling multiple and changing high priority items
  • Experience in technical writing that addresses application of rules, regulations, and/or laws
  • Ability to learn new tasks and processes quickly and effectively
  • Passion for continuous learning and improvement with their work
  • Associate's degree or higher in Accounting, Business or Statistical Analysis or Investigations.
  • OR High school diploma or equivalent AND two (2) years or more experience at or above a technical level in auditing, accounting, fiscal quality control, program compliance or general Unemployment Insurance programs.

Responsibilities

  • Working cooperatively with a team of fellow BAM Investigators, the BAM Supervisor, and other UI coworkers to ensure accuracy and timeliness of BAM cases
  • Conducting detailed fact-finding investigations that maintain a documented audit trail
  • Analyzing wage data and ensuring accuracy of reporting and calculations
  • Analyzing findings of fact to reach supported conclusions of eligibility
  • Applying laws and guidelines to draft clear, accurate, concise determination letters
  • Drafting structured summary statements that detail the relevant facts and conclusions of the BAM investigation, as well explain the disposition of resolved issues and exceptional items
  • Appearing at appeals hearings as needed to explain BAM rationale in determinations
  • Maintaining tracking of progress for all cases at various stages of the auditing process to ensure timeliness
