About The Position

UIC Construction, LLC is seeking an experienced Civil Operations Quality Control Manager (COQCM) with extensive civil and vertical construction experience in remote Alaska. This position reports directly to the Operations Manager and is responsible for planning, implementing, and managing all project quality control activities to ensure compliance with contract documents, project specifications, applicable codes, and regulatory requirements. The successful candidate will have significant experience with water and wastewater infrastructure projects in remote Alaska and will play a key leadership role in maintaining quality, safety, schedule, and client satisfaction throughout the project lifecycle.

Requirements

  • Extensive knowledge of quality control procedures for heavy civil and vertical construction.
  • Strong understanding of water and wastewater infrastructure systems.
  • Thorough knowledge of construction materials, methods, and industry best practices.
  • Ability to read and interpret engineering drawings, architectural plans, specifications, and contract documents.
  • Knowledge of applicable building codes, construction standards, and OSHA regulations.
  • Experience implementing Quality Control Plans and inspection procedures.
  • Excellent organizational, planning, and time management skills.
  • Strong written and verbal communication skills.
  • Ability to identify construction deficiencies and implement corrective actions.
  • Experience reviewing submitttals, RFIs, change orders, purchase orders, and subcontract documentation.
  • Strong mathematical skills, including quantity takeoffs and material calculations.
  • Proficiency with Microsoft Office Suite, Procore, Primavera P6, and other construction management software.
  • Ability to manage multiple priorities in a fast-paced construction environment.
  • Willingness to travel extensively throughout remote Alaska and work extended hours as project schedules require.
  • Bachelor's degree in Construction Management, Civil Engineering, Engineering, or a related field.
  • Minimum of 10 years of progressively responsible construction quality control experience.
  • Demonstrated experience managing quality control on multiple civil construction projects.
  • Extensive experience with remote Alaska construction.
  • Extensive experience with water and wastewater infrastructure projects.
  • Thorough understanding of construction methods, materials, and quality assurance practices.
  • Experience working successfully within diverse and multicultural environments.
  • Valid driver's license with an acceptable driving record.
  • Pre-employment drug and alcohol screening and participation in UIC's Non-DOT Drug & Alcohol Testing Program.
  • Criminal background check, when applicable.
  • Verification of education and professional credentials.
  • Motor vehicle record review.
  • Company driver authorization training if operating company or rental vehicles.

Responsibilities

  • Lead the implementation and administration of the project's Quality Control (QC) program on multiple civil construction projects.
  • Ensure all work complies with contract documents, project specifications, federal, state, and local regulations, and applicable building codes.
  • Develop, implement, and maintain project-specific Quality Control Plans.
  • Monitor quality control systems to ensure effectiveness and continuous improvement.
  • Analyze quality control testing results and provide recommendations to project management.
  • Identify quality trends, perform root cause analyses, and recommend corrective actions.
  • Prepare reports documenting inspections, deficiencies, corrective actions, and quality metrics.
  • Stay current with regulatory changes, construction standards, and industry best practices.
  • Conduct inspections of civil and vertical construction including: Fuel distribution systems, Water and wastewater pipelines, Water storage tanks, Plumbing systems, Water and wastewater treatment facilities, Streets and utilities, Sewer systems, Buildings, Dams and other civil infrastructure.
  • Performing routine field inspections throughout all phases of construction.
  • Verifying workmanship meets project specifications and quality standards.
  • Confirming installations comply with approved drawings and contract requirements.
  • Using measuring equipment, survey instruments, testing devices, and electronic inspection tools.
  • Maintaining detailed inspection logs, photographic documentation, and daily reports.
  • Coordinate quality requirements with project managers, superintendents, subcontractors, suppliers, and owners.
  • Assist with material procurement and verification of approved products.
  • Coordinate inspections and testing activities with project schedules.
  • Develop detailed work plans for upcoming construction activities.
  • Monitor project progress to ensure quality requirements do not impact schedule.
  • Prepare daily quality and progress reports.
  • Participate in project meetings and maintain accurate project documentation.
  • Promote and enforce UIC Construction's safety culture.
  • Ensure compliance with OSHA regulations and company safety policies.
  • Conduct weekly safety meetings with project personnel and subcontractors.
  • Participate in project progress meetings.
  • Verify quality control activities are performed safely and in accordance with company procedures.
  • Build and maintain strong working relationships with owners, architects, engineers, subcontractors, inspectors, and project teams.
  • Demonstrate professionalism, ethical conduct, and cultural awareness while working in remote Alaska communities.
  • Represent UIC Construction with integrity and professionalism at all times.
