Quality Control Manager

Chitina Diversified•Aiken, SC

About The Position

The Quality Control Manager leads construction quality control, inspections, records, and safety-class/safety-significant preservation in accordance with the contract and approved quality assurance program (QAP). The position coordinates with safety personnel. Any combined quality and safety duties require documented qualifications, authority, staffing, and approval. The role oversees QC for the Remnant Removal Project, including steel removal, base metal repairs, equipment use, SC/SS preservation, and applicable ACI concrete and rebar inspections. It reviews project documentation, conducts inspections, verifies supplier and subcontractor controls, manages nonconformances and corrective actions, and maintains protected, retrievable QAP/NQA-1 records. The QCM also coordinates testing, commissioning, punch lists, closeout, and turnover while maintaining the required separation between quality acceptance and production, cost, and schedule authority. The position technically supervises assigned Environmental Field Engineers and QC support. Personnel authority follows CSS assignments; inspection, acceptance, and hold-point releases require documented QAP qualifications and delegations. The QCM may also perform safety-representative duties only with formal designation and the qualifications, authority, and availability required by applicable plans. The role may stop affected work when quality requirements or hazard controls are unmet and allows restart only through approved corrective-action and authorization procedures. The work schedule is 40 hours per week, with occasional overtime as required to maintain operations. The location varies, and the position requires willingness to travel and adjust hours. Work takes place in office and construction-site environments, with exposure to varied personnel, conditions, and hazards. The role involves frequent sitting, computer use, walking job sites, and lifting up to 50 pounds. Visual acuity is needed for inspections and documentation; reasonable accommodation is provided under applicable laws.

Requirements

  • Meet the applicable company baseline of an engineering or construction-management bachelor's degree or 10 years of construction experience; contract/QAP requirements and approved equivalencies govern.
  • The posting proposes 5 years of relevant construction QC experience as a baseline and instructs that the applicable category and contract/QAP minimum be confirmed before issue; it states this is not a DOE-wide minimum.
  • Meet required site-access, badging, and security-clearance conditions.
  • Be proficient in Microsoft Office and required QC systems; use RMS when required.
  • Have strong organizational, communication, and leadership skills.
  • Maintain required initial and continuing training, task qualifications, inspection certifications (ACI where applicable), and customer appointment approval.
  • For safety duties, have formal designation, plan-specified qualifications, hazard knowledge, authority, and availability; the QCM title alone does not confer specialist qualification.
  • Have knowledge of civil, architectural, mechanical, and electrical construction; steel removal and preservation; QAP/NQA-1 controls; sequencing, change impacts, and scheduling.
  • Demonstrate sound judgment, accuracy, and the ability to balance records and field oversight.
  • Be willing to travel and adjust work hours.

Responsibilities

  • Lead Remnant Removal Project quality control for steel removal, base metal repairs, equipment use, SC/SS preservation, and applicable ACI concrete and rebar inspections.
  • Review drawings, submittals, RFIs, and work packages; maintain controlled logs, daily reports, inspection records, and protected, retrievable NQA-1/QAP records.
  • Conduct preparatory, initial, and follow-up inspections against approved criteria; verify hold and witness points, delegated releases, and measuring and test equipment calibration and maintenance.
  • Verify supplier and subcontractor quality controls, supplier acceptability, material receipt, traceability, storage, and handling.
  • Control nonconformances, obtain authorized dispositions, track corrective actions and recurrence prevention, verify closure, and escalate unresolved issues.
  • Chair weekly QC meetings and coordinate project interfaces while separating quality acceptance from production, cost, and schedule authority.
  • Direct and mentor Field Engineers; verify training; and review measurements, layout, RFIs, work packages, shop drawings, inspection records, redlines, as-builts, and turnover.
  • Ensure design changes receive independent verification and authorized approval.
  • Monitor testing, commissioning, punch lists, and closeout; support management and qualified independent assessments without compromising assessor authority or independence.
  • Coordinate approved safety plans and hazard analyses, competent persons, and worker briefings and acknowledgments before work.
  • For formally designated safety-representative duties, provide required on-site coverage, inspections, interim controls, and notifications.
  • Stop affected work when quality requirements or hazard controls are unmet; notify authorities, document conditions, and permit restart only through approved corrective-action and authorization procedures.
  • Technically supervise assigned Environmental Field Engineers and QC support, subject to the stated personnel-authority and QAP-delegation limits.
