About The Position

The Virginia Department of Education (VDOE) is recruiting for a Quality Assurance Manager to support key monitoring and compliance initiatives for Virginia's Child Care Subsidy Program. This role ensures that program administration meets federal and state regulatory requirements, supports fiscal accountability, and drives operational excellence through data-informed decision-making.

Requirements

  • Excellent analytical, audit, error detection and/or quality assurance skills to develop accurate and sound conclusions.
  • Ability to interpret and apply complex state and federal regulations and procedures.
  • Ability to independently manage a deadline-oriented workload with overlapping assignments and with a high degree of accuracy.
  • Excellent interpersonal, supervisory and process/people management skills to successfully manage staff and projects/processes in human services field/program.
  • Ability to communicate verbally and in writing in a clear, accurate and professional manner.
  • Ability to respond to the needs of internal and external customers with appropriate products and information and in a timely manner.
  • Skilled in the use of personal computers and software packages to perform word processing and to produce spreadsheets, databases, graphs and tables for data analysis and presentation.
  • Experience with and working knowledge of the Child Care Subsidy Program and Child Care Subsidy Program Guidelines.
  • Working knowledge of local department of social services' operations.
  • Ability to design, plan, implement, and amend as needed a state improper payment review methodology and reporting process that meets federal requirements.

Responsibilities

  • Lead Virginia's child care program integrity and accountability process to include maintaining a control inventory with ownership, testing schedules and remediation protocols, conducting periodic testing of control activities, reporting results to stakeholders, and monitoring corrective action plans resulting from internal reviews, state audits, or federal program assessments.
  • Initiate conversations with federal partners when assistance is needed; prepares information for the Administration for Children and Families as needed and submits with Division Director/Deputy Director approval.
  • Complete federal, state, department, and division reporting accurately and on time. Uses defined metrics and trend data to demonstrate achievement quality assurance objectives and outcomes. Ensure reports and other communications are written in a concise, clear, and easily understood and professional manner using correct spelling and grammar; properly apply state code, state and federal regulations, and guidelines; include back-up documentation as needed; and are comprehensive and provide as needed data for corrective action and training activities.
  • Identify, develop, and/or test innovative enhancements, pilots, and improvements to child care practices and tools.
  • Foster a quality assurance culture across program teams through staff training initiatives which establish monitoring expectations, control compliance, and data accuracy.
  • Maintain a working knowledge of fraud, waste, and abuse risk factors within the child care subsidy context.
