About The Position

The Greater Nashville Regional Council (GNRC) is seeking a full-time professional Quality Assurance and Monitoring Analyst for its Department of Aging and Disability Services. The Department’s responsibilities include planning and coordination of state/federal investments into programs and services aimed at improving quality of life for senior adults across the region, coordinating services among a network of senior centers and providers, providing counseling/ assessments to help Middle Tennesseans enroll in programs and services, and monitoring the performance of grant-funded programs to ensure compliance with state and federal requirements. The Quality Assurance and Monitoring Analyst assists with planning and carrying out GNRC's quality assurance, compliance, and subrecipient/provider monitoring functions for programs administered under its designation as the Area Agency on Aging and Disability. The position ensures that services delivered by GNRC's subgrantees, contracted service providers, and internal programs meet the requirements of the Older Americans Act (OAA) and its implementing regulations, and the policies and procedures of the TN Dept of Disability and Aging (DDA), and that they achieve the quality, effectiveness, and outcomes expected by older adults, adults with disabilities, and their caregivers. GNRC's monitoring responsibilities include fiscal and programmatic review, data validation, service-quality measurement, corrective action follow-up, and technical assistance to providers.

Requirements

  • Bachelor’s degree in social work, public health administration, business administration or related field
  • Two years of professional experience
  • Proficiency in Microsoft Office and Adobe Acrobat
  • Valid driver’s license and/or access to personal transportation

Responsibilities

  • Assist in the development and maintenance of plans and tools used to monitor subrecipients and service providers.
  • Deploy the appropriate tools and methods to conduct risk assessments of subrecipients and service providers via desk reviews and on-site monitoring visits.
  • Assist with periodic reviews of subrecipient fiscal records for cost allowability, allocability, and reasonableness, matching/cost-share requirements, etc.
  • Prepare written monitoring reports documenting scope, findings, and observations.
  • Issue findings and required corrective action plans, as appropriate, and track, verify, and close out corrective actions with affected parties.
  • Provide technical assistance and training to subrecipients and providers on matters pertaining to compliance, documentation, reporting, allowable costs, and service standards with an emphasis on prevention and capacity-building over punitive response.
  • Assist with reviewing GNRC's internal Aging and Disability programs to document and track performance and to identify potential process improvements or gaps in services.
  • Maintain complete, organized, and audit-ready files and documentation for each subrecipient and service provider.
  • Assist with the collection, entry, review, reporting, analysis, and interpretation of Aging and Disability services data maintained in GNRC's official Management Information System (MIS) or other supporting database systems.
  • Keep informed on aging and disability related regulations, policies, and program requirements issued by GNRC and its state and federal grantors and assist in disseminating that information to staff, external partners, subrecipients, and service providers.
  • Other duties as assigned by the Program Manager or the Director of Aging and Disability Services.
