About The Position

Capital Development Board is hiring a Quality Assurance and Accountability Manager. The incumbent will be responsible for developing, organizing and implementing data analytics and quality management initiatives, policies, procedures and guidelines for the agency. Requirements

  • Requires knowledge, skills and mental development equivalent to completion of four (4) years of college, preferably with courses in business administration, management, accounting, data analytics, statistics, public administration or related field.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in data science, data analytics, and tracking quality metrics.
  • Requires three (3) years’ experience in a quality performance measurement program as a coordinator, team leader or team facilitator.
  • Requires three (3) years’ experience in reporting tools and dashboards such as Excel, Tableau, and Power BI.
  • Requires three (3) years’ experience in managing and analyzing large amounts of data.
  • Requires three (3) years’ experience in auditing.
  • Requires completion of background check and self-disclosure of criminal history.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires appropriate, valid driver’s license and proper vehicle insurance.
  • Requires ability to attend seminars, conferences and trainings to stay current on methods, tools, ideologies and other industry related topics relevant to the job duties.

Responsibilities

  • Under the direction of the Deputy Director of Operations, makes policies and decisions for the Quality Assurance department by leading quality management for Capital Development Board (CDB).
  • Serves as CDB’s Chief Results Officer (CRO) and acts as the agency liaison on Budgeting for Results (BFR) initiatives, quality issues including but not limited to internal data, metrics development and reporting.
  • Supports Executive Staff in the pursuit of higher quality capital project delivery, improved productivity and stakeholder satisfaction.
  • Serves as working supervisor.
  • Develops, organizes and implements CDB required external reports to the various entities including the GO, GOMB, CDB Chief Procurement Office, Illinois Department of Commerce and Economic Opportunity, Department of Labor, Commission on Equity and Inclusion, the General Assembly and various design/construction industry groups.
  • Works with CDB Executive staff and senior management to improve quality, metrics and reporting on the state’s vertical construction program and CDB capital project management.
  • Trains and educates staff on quality control processes, procedures and best practice.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
