About The Position

The Iowa Department of Health and Human Services (HHS), Division of Medicaid is seeking a Managed Care Organization (MCO) Data Analyst to join their team. This full-time position involves monitoring and analyzing managed care reporting to ensure compliance with state, federal, and contractual requirements. The role includes developing and publishing public-facing dashboards, reviewing reports to identify trends and areas for improvement, and enhancing reporting processes and tools. The analyst will collaborate with Managed Care Plans and data teams to resolve issues and improve accuracy, support oversight activities through report preparation and special analyses, and provide technical assistance to contract managers. A key aspect of the role is translating complex data findings into clear, actionable insights to guide leadership, policy development, and decision-making.

Requirements

  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.
  • Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and A total of four years of education and/or full-time experience, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
  • One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and A total of four years of education and/or full-time experience, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and A total of two years of graduate-level education and/or full-time experience, where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
  • 6 months’ experience, 12 semester hours, or a combination of both in statistical data analysis including: Statistical research, Analysis or evaluation of statistical data.

Responsibilities

  • Monitor and analyze managed care reporting to ensure compliance with state, federal, and contractual requirements.
  • Develop and publish public-facing dashboards showing Medicaid and MCO performance.
  • Review reports to identify trends, gaps, risks, and opportunities for improvement.
  • Enhance reporting processes and tools to improve data quality, usability, and automation.
  • Work directly with Managed Care Plans and data teams to resolve issues and improve accuracy.
  • Support oversight activities by preparing reports, conducting special analyses, and providing technical assistance to contract managers.
  • Provide clear, actionable insights that support leadership, policy development and decision-making.
  • Translate complex data findings into understandable insights that guide program improvements and decision-making.
