About The Position

The Quality and Compliance Supervisor is responsible for ensuring compliance with all processes, regulations, and minimum standards as outlined in the Provider contract. This position will collaborate with Network Providers under contract with Texas Family Care Network to review, monitor, and report performance on all aspects of substitute care. The Quality and Compliance Supervisor will identify, assess, and make recommendations that will manage and mitigate the TFCN Network Providers’ risk using the Joint Monitoring process, Provider Manual, accrediting and standard setting bodies such as Council on Accreditation and state licensing and contracts. The Quality and Compliance Supervisor will support TFCN Network Providers in their Quality Improvement Plans and best practices activities. The Quality and Compliance Supervisor will perform all job duties in a way that demonstrates and emphasizes kind and respectful behavior, purposeful connection, and integrity in a service-oriented manner.

Requirements

  • Requires a bachelor’s degree from an accredited college or university in public health or health administration, business administration, social work, human services, psychology, sociology or a related field.
  • Relevant professional experience may substitute for a degree if it demonstrates the necessary skills and knowledge to perform the role.
  • Requires a valid state driver’s license and safe driving record.
  • Requires reliable transportation and current auto insurance.
  • Requires two (2) years of experience in compliance or regulatory monitoring and conducting audits.
  • Requires one (1) year of experience working with the Texas child welfare system including DFPS, Child Placing Agency, General Residential Operation/Residential Treatment Center, or Single Source Continuum Contractor.
  • Employee must meet minimum requirements for hearing, speech, and vision.

Responsibilities

  • Oversees Network Provider onboarding process to ensure compliance with required documentation and procedures such as conducting site visits.
  • Implements the monitoring schedule and provider assignments to Quality & Compliance Specialists to ensure adherence to monitoring procedures and required deadlines.
  • Reviews ongoing monitoring activities to identify trends and areas for improvement.
  • Monitors completion of Quality Improvement Plans and documents action items.
  • Receives supervision from and actively communicate with supervisor on an ongoing basis throughout the week by phone, email, written message and when possible, in person regarding program matters.
  • Supervises staff directly or their supervisors depending upon the personnel actions including action plans, hiring, terminations, recruitment, vacation and sick day requests.
  • Ensures that program staffing is qualified and provides continued safety of children served with high rates of success/program completion.
  • Provides direct supervision to the Quality and Compliance Specialists to ensure completion of tasks based on required deadlines.
  • Works collaboratively with the Intake and Placement team and Case Management team to ensure adequate network capacity.
  • Assists with developing policies and procedures that support a culture of compliance continuous improvement.
  • Maintains strong relationships with Network Providers to facilitate collaboration and cooperation.
  • Submits the results of Joint Monitoring Reports on a quarterly basis to the state and assist with ongoing reporting requirements to the state.
  • Implements progressive discipline procedure with Network Providers to address contract compliance issues, including writing Corrective Action Plans (CAPs).
  • Stays informed about changes in regulatory standards, emerging compliance risks, and compliance best practices .
  • Assists with the annual state audit of TFCN’s monitoring procedures.
  • Performs all duties within contract, state and federal regulations, TFCN policy and standards.
