About The Position

The Quality, Health, Safety and Environment, (QHSE) Marine Specialist will be an integral part of establishing a “Goal Zero” culture of safety performance throughout the company’s operations and activities. The position facilitates, champions and leads requirements of the SMS (Safety Management System). Hornbeck Offshore Services, LLC, operates under an established SMS in accordance with the ISM code. HOS Operations are focused in the US GoM, Mexico, and Brazil, and has also been active in the southern Caribbean. In addition, the Company has active support of Military Sealift Command (MSC) operations within the US regions. The Company also manages ‘HOS Port’ at Fourchon, LA, and has a warehousing facility in Hammond, Louisiana. This position is based at the Company’s headquarters in Covington, LA.

Requirements

  • Education: High school diploma or equivalent.
  • Experience: 5+ years of direct full-time QHSE work experience in offshore oil and gas and/or in support of marine transportation services. Must have sailed as a junior officer for at least one year.
  • Certifications: • Technical QHSE certifications applicable to high-risk work environments and in particular for marine transportation and services.
  • Transportation Worker Identification Credential (TWIC card) is required or must be obtained.
  • Valid Driver’s License.
  • Valid Passport.
  • Proficiency using MS Office Suite (Word, Excel, Power Point, Visio, etc.) as well as other software related to Company business.
  • Skills: • Strong ability to assess QHSE risk and to analyze the business or operating impact of such risks. The candidate should be able to demonstrate ability to identify underlying issues and factors which have potential to affect QHSE performance.
  • Capable of working independently – must be able to manage the workload with little supervision.
  • Self-learner – willingly seeks out information and facts pertaining to QHSE gaps and be able to evaluate how to close such gaps within the maritime industry.
  • Excellent communication skills – able to express thoughts orally, as well as through clear and concise writing.
  • Solid interpersonal skills with the ability to promote ideas and work effectively with all levels of the organization. Ability to get along well with others. Ability to work within teams when required.
  • Must have the ability to clearly and succinctly report key issues, or to anticipate issues and take preventive / corrective action.
  • Must have the ability to apply QHSE technical knowledge and experience in order to deliver high quality QHSE performance.
  • Knowledge of Maritime and Occupational Safety and Health Administration regulations and safety and health programs is required.
  • Principles and practices of effective safety management systems, including being versed in Federal Codes, applicable regional regulations regarding safety management, including, USCG, ISM Code, OSHA, etc.
  • Mandatory maritime rules and regulations and applicable codes, guidelines and standards recommended by the ISM Code, SOLAS / IMO, various Flag States (US, Mexico, Vanuatu), various vessel classification societies and maritime industry organizations.
  • Keeps abreast of any safety and environmental law or regulatory changes that impact the operations within the organization.
  • Must be willing to board and ride vessels to increase understanding of how this role supports our business.

Responsibilities

  • Develops, manages and drives improvements for all critical safety management system requirements, such as efforts to reduce and eliminate incidents, improve written procedures for safe work, drives improvements in quality and environmental performance, evaluates contractor safe work activities, etc.
  • Boards and visits vessels, including making vessel rides, in order to observe safe work implementation during operations in order to coach, mentor and guide vessel crews in their execution of safe work requirements.
  • Collaborates and coordinates with relevant departments to ensure that proactive actions are being taken to ensure safe work is executed.
  • Prepares appropriate QHSE lessons learned summaries for communicating to relevant company work groups.
  • Assists the Internal Audit Specialist to conduct safety and ISM audits as needed and supports efforts to address and close gaps identified from auditing activities.
  • Under guidance from the Senior QHSS&E Manager, conducts incident investigations as needed and also helps to drive closure of corrective action measures resulting from investigations completed.
