About The Position

This position is open to U.S. Citizens and permanent residents. Selected candidate must be willing to work onsite from an HHS office located in Austin, Texas. The QA/Implementation Manager reports to the Director of Public Health Applications division of HHS IT. Working under minimal supervision with considerable latitude for the use of initiative and independent judgment, the QA/Implementation Manager performs advanced (senior-level) managerial work administering the daily operations and activities required to develop and deliver Public Health Application products and services for assigned program area. One of the primary responsibilities includes leading the QA/QC and Accessibility Testing efforts related to projects as well as operational activities. Other responsibilities include leading, planning, managing, reporting, and directing development activities to deliver best quality applications. This position provides leadership in delivering quality application products to the assigned Public Health programs. Works closely with customers to help determine customer needs and priorities, ensures delivery of products that correctly satisfy customer needs. Develops and oversees Service Delivery Plans. Works with other members of the IT Section to continuously improve software development, service delivery, and product maintenance practices and procedures. Participates in succession planning and staff/team development activities; works closely in collaboration and partnership with the Director of Public Health Applications; aligning to the mission, goals and objectives outlined by the Director of Public Health Applications. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.

Requirements

  • Skills and knowledge managing product support teams.
  • Skills and knowledge of product lifecycle management.
  • Skills and knowledge managing software development teams.
  • Skills and knowledge of CI/CD practices and Integration of Testing, security tools in the DevOps pipeline.
  • Knowledge of project development methodologies, principles and practices.
  • Skills and experience in Agile/Scrum and Waterfall development methodologies.
  • Skills and experience in SDLC.
  • Skills and experience using HPALM, JIRA, MS Office tools, Selenium, Product development tools, Incident Management Tools or equivalent Application Lifecycle Management or APM Tools.
  • Skill and knowledge of Software Quality Assurance best practices.
  • Knowledge of TFS, Azure DevOps or similar like GitHub DevOps is expected.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and in operating computers and applicable computer software.
  • Ability to manage business function, division, or department activities including establishing goals, objectives, policies, procedures, and reports
  • Knowledge and skills in process improvement tools and methodologies
  • Skills in people management tools and techniques, including assigning work and work priorities
  • Skill in conflict resolution
  • Skill and experience in team building methods and tools.

  • Extensive skill and knowledge handling vendor relations and vendor management.
  • Graduation from a college or university with major course work in Computer Science or a related field is generally preferred. Experience and education may be substituted for one another on a year-for-year basis.
  • At least 10 years of experience in software industry, with at least 2 years of experience managing software development or software product support teams is required.

Nice To Haves

  • Skills and experience with Project Management practices especially in leading teams through UAT and other test cycles/scenarios is highly desirable
  • Knowledge of test automation best practices and tools/technologies is highly desirable
  • Skills and experience applying Customer/Stakeholder collaboration and analysis of current state business processes.
  • At least 2 years of experience working with third party vendors and managing vendor deliverables is preferred.

Responsibilities

  • Oversee the end-to-end Product and application Lifecycle Management for all application products in program area including application portfolio management; product development and product support, taking overall responsibility for the high-quality, cost effective and timely delivery of application products.
  • Leads the QA/QC and Accessibility team and oversees all quality related initiatives for the Public Health Applications program.
  • Provides leadership and direction that fosters teamwork, harmony, professional collaboration, and a spirit of partnership with leadership, division staff and key customers and stakeholders.
  • Manages process improvement and cost reduction activities.
  • Pursues/participates in continuing education opportunities to enhance both technical and interpersonal skills.
  • Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
