About The Position

The Department of Children and Families (DCF) relies on its core, mission-critical applications, CT-KIND, Connecticut’s Comprehensive Child Welfare Information System (CCWIS). Implemented in 2025 and used by over 2,000 social workers and case managers, this application meets data capture and process functionality requirements driven by child welfare case practice, as well as State and Federal legislation and statute. Concurrently, the agency implemented an agency-wide outcome measure improvement plan addressing twenty-two (22) outcomes targeted for improvement from the original Consent Decree. In 2022, the Agency met and sustained all outcome measures set forth in the Juan F. Consent Decree, continuing to do so with the support of information technology. DCF Information Systems provides technology expertise, services, and an information systems infrastructure to the agency and its roughly 3,300 employees, striving for continuous improvement in cost-effective, high-effectiveness, and high-quality technology services.

Requirements

  • 5+ years' Experience Azure DevOps suite (Azure Boards, Azure Repos, Azure Pipelines, Azure Test Plans, Azure Artifacts)
  • 5+ years' Experience in automated testing with UFT (Unified Functional Testing) and VBScript or different programming language.
  • 5+ years' Experience with Automated Testing Frameworks and Manual Testing, Test Methodologies, Test Strategies and Test Beds.
  • 5+ years' Experience with Agile Methodologies
  • Develop and Maintain UI, Back End, API, and Hardware Test Automation
  • Involved in a minimum of two large scaled Agile software development projects
  • Knowledge of Testing Tools, Testing Frameworks, Continuous Integration Methodologies
  • Knowledge of Web Application Testing, Distributed System Testing, Performance Testing, Regression Testing, Database Testing, Mobile Testing, Security Testing, Accessibility Testing, Web Service Testing.
  • Knowledge of .Net, SharePoint, Salesforce
  • Knowledge of Data Modeling and Database Design
  • Knowledge of Application Modeling and Design
  • Knowledge of Service Oriented Architectures
  • Experience with automated testing in enterprise system integration projects and initiatives; understanding of and experience implementing enterprise integration patterns.
  • Thorough understanding of standard QA best practices in an Agile environment including authoring test plans and test cases, executing tests and tracking issues to closure
  • Good understanding of DevOps and setting up Continuous Integration Environments.
  • Experience in Test Driven Development and testing tools and techniques.
  • Object-Oriented design principles and design patterns
  • Candidate must be a U.S. Citizen or Permanent Resident.

Responsibilities

  • Ensure new systems are built to meet functional requirements and achieve service qualities (Performance, scalability, extensibility, maintainability, security, interoperability) for now and the future.
  • Perform manual testing.
  • Review and improve existing systems, utilizing new technologies and methodologies for continual improvement.
  • Create a breakdown of the system into components, component interactions, and interfaces (including with the environment and users), and identify technologies and resources for design.
  • Follow the core technology and architecture for automated testing of large-scale distributed systems, midrange to client-server, and n-tier e-commerce applications and solutions.
  • Automate the testing of applications according to specifications.
  • Work on all test automation components of solutions and create/maintain required technical documentation.
  • Follow developed strategies for end-to-end system testing.
  • Assist in all testing processes involving the migration and integration of new and legacy technologies.
  • Interface with users, sponsors, and all other stakeholders to determine their evolving needs.
  • Follow set standards for automated testing software, policies, and execution.
  • Review all system requirements, test scripts, and test scenarios to create appropriate testing workflows, ensuring consistency, completeness, correctness, and operational definition of high-level requirements.
  • Review software components and collaborate with development groups, Product Owners, System Teams, and Operations to ensure optimal testing strategies, best practices, and techniques for automated testing.
  • Interface with design and implementation teams to resolve QA issues in accordance with fundamental design concepts, user needs, and constraints.
  • Collaborate on acceptance test requirements with project teams and users to ensure all high-level requirements are met, especially for the computer-human interface.
  • Generate products such as unit tests, automated functional tests, regression tests, load tests, code coverage reports, and test scenario % pass/fail, ADA/508c/AWGA compliance, Cross Browser Compatibility, and Mobile Compatibility.
  • Ensure all testing libraries and artifacts are maintained in the most current state and never allowed to become obsolete.
  • Create automated test case scenarios for Agile Delivery Teams to meet Acceptance Criteria.
