Pursuit & Proposal Specialist

About The Position

Arcadis is seeking a Pursuit & Proposal Specialist to join its US Mobility “Winning Pursuits” team. The specialist partners with client teams to plan and coordinate capture strategies and pursuit and proposal activities, supporting efforts to win work in the Midwest transportation market. This is not a typical proposal writing, production, or coordination role: the position contributes across the full pursuit lifecycle, from positioning and capture planning through proposal submission and post-submission debriefing. The role supports transportation, county, and municipal clients, with a primary geographic focus on the Southeast—especially North Carolina, South Carolina, and Mississippi—and the Midwest, especially Ohio. Knowledge of the local transportation market, competitors, and state DOT prequalification, procurement, and proposal processes is strongly preferred. The preferred location is in or near North Carolina or South Carolina in the Eastern time zone; hybrid work flexibility is available, and other locations may be considered based on qualifications and experience. The specialist develops and implements pursuit plans and strategies, conducts market and competitor research, and manages capture plans and action items. During the proposal and interview phase, the specialist serves as Lead Proposal Manager, ensuring RFP compliance, addressing client needs, and incorporating key messages and win strategies. The role also supports pipeline management, regional project and staff resume data, and broader marketing and communications activities. Arcadis describes its work as delivering sustainable design, engineering, and consultancy solutions for natural and built assets. It emphasizes meaningful work, employee contributions, career development, and creating sustainable solutions for a more prosperous planet. The stated salary range is $70,000–$102,000; actual pay varies based on factors including experience, education, budget, internal equity, project, and location.
