About The Position

The Kentucky Department of Corrections, Division of Adult Institutions, is hiring a Purchasing Officer II to perform technical administrative work related to procuring and paying for goods and services. The Division operates 13 correctional facilities serving Kentucky’s adult inmate population. Its mission is to protect the public and provide a safe, secure, and humane environment for staff and offenders, while providing opportunities for offenders to acquire skills that facilitate non-criminal behavior.

The position is based at 1612 Dawkins Road, La Grange, Kentucky. Incumbents perform duties in an office setting. The position is full-time, 40 hours per week, and eligible for overtime pay. The annual salary is $38,854.56. The job has an initial and promotional probationary period of six months, except as provided in KRS 18A.111.

Requirements

• Bachelor’s degree from an accredited college or university, or qualifying purchasing experience substituted on a year-for-year basis.
• Two years of purchasing experience.
• A National Institute of Governmental Purchasing Certified Professional Public Buyer (CPPB) certification may substitute for one year of the college requirement.
• A Certified Public Purchasing Officer (CPPO) certification may substitute for two years of the college requirement.

Responsibilities

• Develops and issues requests for quotes to vendors.
• Researches and creates requisitions for goods and non-professional services when expenditures exceed the agency’s small purchase authority.
• Coordinates with various departments to obtain input for contract requests.
• Creates delivery orders and purchase orders.
• Completes purchase orders, obtains approval, and forwards approved purchase orders to vendors for processing.
• Reviews requests for local purchases submitted by phone or in writing and authorizes purchases in accordance with the model procurement code.
