About The Position

The Justice and Public Safety Cabinet (JPSC) is one of the largest cabinets in state government with nearly 8,000 employees. The Cabinet oversees five departments: the Kentucky State Police, Department of Criminal Justice Training, Department of Juvenile Justice, Department of Corrections, Department of Public Advocacy, as well as other offices. The Cabinet’s mission is to ensure the safety and security of Kentucky communities and protection of its citizens. JPSC is seeking to fill a Purchasing Branch Manager position to provide Cabinet level oversight of complex procurement actions, which plays a vital role in ensuring compliance with statutory requirements, the Cabinet accounting structure, and procurement policies.

Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Six years of purchasing experience.
  • A master's degree in business administration will substitute for two years of the purchasing experience.
  • Experience in purchasing will substitute for the required college on a year-for-year basis.
  • Certification with the National Institute of Governmental Purchasing as a Certified Professional Public Buyer (CPPB) will substitute for one year of the college requirement OR certification as a Certified Public Purchasing Officer (CPPO) will substitute for two years of the college requirement.

Responsibilities

  • Direct and supervise procurement staff
  • Oversee the development and approval of PSCs, MOAs and MOUs, and technical service procurements exceeding delegate purchasing authority
  • Monitor all Cabinet purchases and procurements made for conformance with the Model Procurement Code (KRS 45A)
  • Develop, coordinate, and deliver procurement training and guidance for Cabinet procurement staff
  • Serve as the Cabinet’s procurement resource
  • Direct the preparation, review, and administration of contractual agreements
  • Oversee contract approval workflow, monitor Government Contract Review Committee activity
