Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Six years of purchasing experience.
  • A master's degree in business administration will substitute for two years of the purchasing experience.
  • Experience in purchasing will substitute for the required college on a year-for-year basis.
  • Certification with the National Institute of Governmental Purchasing as a Certified Professional Public Buyer (CPPB) will substitute for one year of the college requirement OR certification as a Certified Public Purchasing Officer (CPPO) will substitute for two years of the college requirement.

Responsibilities

  • Manages and supervises employees in the Contracts Branch engaged in procurement administration; and performs other duties as required.
  • Oversees, evaluates, and monitors all contract and purchasing activities within an agency for compliance with the Model Procurement Code (KRS 45A), including purchases made within agency's small purchase authority and personal service contracts.
  • Create complex solicitations for Departmental Services. Works with agency staff to complete RFP (Request for Proposals) and RFI (Request for Information) templates for complex solicitations for goods or services. These solicitations have large contract awards and impact on the agency budget and highly impact daily operations and security.
  • Reviews and assigns work to contract/purchasing personnel within the Contract Branch. Approve timesheets. Complete employee evaluations.
  • Ensures development of contract/purchasing staff through training expectations and performance appraisals.
  • Reviews purchasing documents such as contracts, purchasing orders, delivery orders, request for quotes, and request for proposals.
  • Uses statewide accounting and procurement system for procurement, reporting and analysis.
  • Attends meetings, professional conferences and seminars as required.
