About The Position

Provide leadership and support to pupil personnel workers around re-engagement efforts. Assists in the appraisal process for pupil personnel workers. Spearhead systemwide efforts to improve outcomes for high risk students and prevent student dropouts, with a targeted focus on high-impact middle and high schools. Coordinate re-engagement strategies, support school-based PPWs, and collaborate with administrators, families, and community partners to address barriers to attendance and student success. Performs other duties as assigned.

Requirements

  • Graduation from an accredited college or university with a master’s degree.
  • Three years’ experience in the education field.
  • Possession of a Maryland Educator Advanced Professional Certificate with a Pupil Personnel Worker endorsement.
  • Education, training, and experience as required by the Maryland Pathway to Initial Licensure for Pupil Personnel Worker.
  • Possession of, or eligibility for, a Maryland Educator Professional License and Pupil Personnel Worker Licensure.
  • Thorough knowledge of pupil personnel services.
  • Knowledge of instructional programs.
  • Knowledge of services available to students and parents.
  • Knowledge of county, state and federal laws, regulations, and requirements applicable to student populations.
  • Knowledge of counseling.
  • Skill in data analysis and preparing and using student case records.
  • Excellent oral and written communications and human relations skills.
  • Citizenship, residency or work VISA in United States required.

Responsibilities

  • Implements the mandates of federal and state laws, regulations, Board of Education (BOE) policies, Superintendent rules, and Baltimore County Public Schools (BCPS) procedures.
  • Serves as a consultant to administrators and school staff in the interpretation of federal and state laws, regulations, Board of Education (BOE) policies, Superintendent rules, and Baltimore County Public Schools (BCPS) procedures.
  • Lead and support a team of PPWs in implementing attendance and re-engagement strategies.
  • Design and implement professional learning for PPW’s, Residency Investigators and school-based staff focused on attendance and re-engagement strategies.
  • Develop and share resource guides/toolkits to support consistent practices across schools.
  • Lead problem-solving discussions or case consultations for at risk and high-need student situations.
  • Support implementation of system, department and office initiatives (e.g., attendance campaigns, student engagement efforts, intervention frameworks).
  • Prepare summary reports or updates for leadership on trends, challenges, and impact.
  • Develop solutions and identify prevention and early intervention strategies to promote student success.
  • Collaborate with staff members to help them understand the nuances of students’ personal situations, while developing effective strategies for problem-solving to enhance student engagement, behavior support, academics, and attendance.
  • Analyzes attendance data to collaborate with school-based attendance teams to provide support and interventions for addressing and monitoring students with attendance issues using a multitiered approach.
  • Counsels with administrators, hearing officers, department of juvenile services, parents, and students on interventions and strategies related to school based alternative educational programs for students who meet criteria for those services.
  • Coordinates with external stakeholders such as Juvenile Services, Child Welfare Services, Health and Human Services, and the States Attorney’s Office in providing support and resources.
  • Implement interventions to boost engagement and attendance to positively impact project graduation and ultimately increase student graduation rates.
  • Assists parents and students in accessing appropriate services or agencies to address issues related to social emotional support, academic, and other student needs.
  • Assists schools with crisis support services for students and families.
  • Represents BCPS on school and systemwide workgroups.
  • Performs other duties as assigned.
