About The Position

The North Carolina Department of Commerce, Division of Public Staff in Utilities Commission, is looking for an Public Utilities Regulatory Analyst II. The primary purpose of this position is to perform complex work activities of the Public Staff Energy Division on cases and projects involving utilities regulated by the North Carolina Utilities Commission. The position specializes in accounting/analyst work examining financial records of utility companies with complex financial structures and accounting systems.

Requirements

  • Knowledge of Generally Accepted Accounting Principles, investor-owned utility accounting practices and regulatory accounting matters, including the Uniform System of Accounts and FERC Chart of Accounts.
  • Experience and proficiency of self-auditing and self-examining accounting and financial records and reports of public utilities (e.g. plant in service, depreciation, taxes, operation and maintenance expenses, administrative and general expenses, ROI, general legger, etc.)
  • Ability and proficiency to identify changing requirements and aberrations regarding: account structures/reports, and/or accounting systems, research and reviewing of policy, procedures, and regulations, problem resolutions, and program requirements/compliance.
  • Excellent written and oral communication skills to effectively communicate complex regulatory accounting/financial matters to targeted audience(s). Oral communication skills must be clear, concise, and understandable.
  • Ability to establish and maintain cooperative and effective relationships with fellow employees, regulators, utility representatives, other state and federal officials, and utility customers, as well as experience in team leadership roles and the ability to lead and instruct fellow employees or adjunct staff.
  • Bachelor’s degree in accounting, banking, finance, business administration, public administration, economics, or related discipline from an accredited institution and three years of directly related experience; Or; An equivalent combination of education and experience.

Responsibilities

  • Responsible for investigating and auditing the financial transactions, accounting practices, and rate adjustment filings of regulated public utilities.
  • Writing testimony, affidavits, and other documents and preparing supporting schedules regarding adjustments, revenue requirements, appropriate accounting treatment of capital/expense items, establishment and compliance with regulatory conditions, utility tax treatment, affiliate contracts, and other accounting/financial matters.
  • Compiling, monitoring, auditing, and examining financial and/or program information sources for accuracy, integrity, and conformance to rules and regulations.
  • Presenting written or oral summaries/testimony/policy positions to internal management, stakeholders, and Commission(s).
  • Preparing and presenting financial analysis and reports; and conducting cost accounting/financial studies.
  • Acting as a lead auditor or technical lead on assigned case(s) while providing assistance to the team and reporting to management.
