The North Carolina Public Staff in Utilities Commission is looking for a Public Utilities Regulatory Analyst II. The primary purpose of this regulatory analyst II position is to fulfill the work activities of the Public Staff Accounting Division on cases and projects involving utilities regulated by the North Carolina Utilities Commission. Division responsibilities include performing work activities on cases and projects involving utilities regulated by the North Carolina Utilities Commission, investigating and auditing the financial transactions, accounting practices, and rate adjustment filings of regulated public utilities, compiling, monitoring, auditing, and examining financial and/or program information sources for accuracy, integrity, and conformance to rules and regulations, preparing complex financial analysis and reports, acting as the lead auditor on assigned utility cases, and providing assistance to PURA working with leads on cases. This position is responsible for written and oral recommendations to the Utilities Commission, including testimony, affidavits, reports, comments, and other documents. It also involves producing supporting schedules for written communications regarding rate base adjustments, revenue requirements, rate design, appropriate accounting treatment of capital/expense items, establishment and compliance with regulatory conditions, utility tax treatment, affiliate contracts, and other accounting/financial findings. The position also requires testifying before the Utilities Commission regarding all work performed on a given case. This position does not involve traditional accounting duties such as recording agency financial transactions, managing agency fiscal programs, or agency budgeting.
