About The Position

This position performs complex professional work in managing the County's public utility operations, engineering, construction, maintenance, fiscal management, and all related management functions. The position requires strong presentation and communication skills as it serves as a liaison to boards, committees, outside agencies and organizations, typically as the public face of the County for Utilities. Salary determination will be commensurate with education and experience.

Requirements

  • Skilled at fielding questions and fostering productive dialogue in diverse settings.
  • Knowledge of the principles and practices of civil/environmental engineering, public utilities, administration, fiscal management, planning, design, operation, and maintenance.
  • Knowledge of supervisory management practices.
  • Knowledge of budgetary management practices.
  • Skill in effective communication, both verbally and in writing.
  • Skill in generating, examining, summarizing and effectively presenting data.
  • Skill in the use of computers and software applications related to the essential functions of the job.
  • Ability to review and analyze plans and specifications for the construction of public utilities and to prepare complex technical reports.
  • Ability to maintain good working relationships with customers, County officials, other public officials, employees, contractors, and the general public.
  • Ability to negotiate cost effective methods and coordination of resources.
  • Ability to effectively plan, prioritize, coordinate, and monitor the work of subordinates.
  • Ability to perform inspections of public utilities projects.
  • Ability to climb, bend, and stoop for extended periods of time.
  • Ability to record activities clearly and accurately.
  • Bachelor’s Degree in Civil Engineering, Environmental Engineering, or related field.
  • Ten (10) years of experience as an engineer in the utility field with five (5) years in a supervisory capacity.
  • Valid State of Virginia Driver’s License with a driving record that meets HR Policy requirements.
  • Registration as a Professional Engineer.

Nice To Haves

  • Master’s degree in Environmental Engineering, Engineering Administration, Business Administration, Public Administration, or related field preferred.
  • Equivalent training, education, and/or experience.

Responsibilities

  • Performs public presentations, facilitates meetings and workshops, participates in committees, working groups and task forces, and represents the utilities department and the County regarding topics and issues related to the various aspects of the utilities department.
  • Oversees, coordinates, and directs the activities of the utilities department and inter-department activities.
  • Advises the Deputy County Administrator on all utilities projects.
  • Establishes, publishes, manages, and enforces departmental procedures, policies, and standards.
  • Provides for the analysis of complex statistical data regarding utility demand, capacity, and operations and can examine, summarize and effectively present data to varied audiences.
  • Monitors and analyzes information and reports such as periodic financial statements as part of establishing rate schedules and the general fiscal performance of the utilities department.
  • Reviews operational reports and monitors department revenues and expenses.
  • Prepares and manages utility department capital and operational budgets.
  • Supervises assigned staff and operations of the department with strong interpersonal skills and professional demeanor.
  • Reviews and approves major utility construction projects.
  • Develops and directs comprehensive departmental construction, maintenance, and operational programs.
  • Serves as intergovernmental coordinator between departments of federal and state agencies.
  • Monitors and enforces applicable codes, regulations, conditions, and procedures.
  • Attends meetings and makes presentations to various elected, governmental, professional, and/or public bodies.
  • Reviews and responds to correspondence.
  • Receives citizen inquiries or complaints and dispatches available information recommending actions.
  • Prepares a wide variety of administrative reports on departmental activities as requested.
  • Performs other assigned duties.
