About The Position

Under administrative direction, to direct, manage, supervise and coordinate the programs and activities of the Engineering Division within the Public Utilities Department; to coordinate assigned activities with other City departments, divisions, and outside agencies; and to provide highly responsible and complex administrative support to the Public Utilities Director.

Requirements

  • Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.
  • Eight years of responsible civil engineering experience in a public agency or private consulting firm primarily responsible for designing private development projects.
  • Three years of management and supervisory experience.
  • Valid Utah Driver’s License.
  • Possession of a Certificate of Registration as a Professional Engineer in the State of Utah.
  • Knowledge of operational characteristics, services and activities of a comprehensive engineering program related to private development.
  • Knowledge of organizational and management practices as applied to the analysis and evaluation of Engineering Department programs, policies, and operational needs.
  • Knowledge of modern and complex principles and practices of engineering program development and administration.
  • Knowledge of planning, engineering and project administration theory, principles, standards, and practices and their application to a wide variety of activities.
  • Knowledge of civil engineering principles, practices, and methods.
  • Knowledge of pertinent Federal, State, and local laws, codes, and regulations.
  • Knowledge of methods, materials, techniques, and equipment used in the construction of facilities and systems.
  • Knowledge of research methods and sources of information related to civil engineering.

Responsibilities

  • Assume management responsibility for all Development Services Division programs and activities of the Public Utilities Engineering Department.
  • Supervise various professional and technical staff working with private developers, their engineers, other City departments, and outside agencies during the approval, construction, and post-construction periods for private development projects, including work on culinary water, storm drainage, wastewater, and secondary water systems.
  • Oversee and perform reviews and approvals of private development projects, various master plans, development processing manual, design and construction standards, and municipal code revisions as it relates to private developments.
  • Coordinate with the Public Utilities (PU) Department staff in identifying and assisting with solutions to operational issues that require engineering assistance.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for Public Utilities Engineering Division programs; recommend appropriate service and staffing levels; recommend and administer policies and procedures.
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Public Utilities Director and Development Services Director; direct the implementation of improvements.
  • Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies.
  • Plan, direct, coordinate, and review the work plan for the Public Utilities Engineering Division; meet with staff to identify and resolve problems; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods and procedures to ensure that correct, efficient, cost effective, and safe work procedures are followed.
  • Manage and participate in the development and administration of the Public Utilities Department’s annual budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary.
  • Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to water, secondary water, storm water, and wastewater programs, policies, and procedures as appropriate.
  • Represent the City at the Planning Commission and on various boards and committees associated with engineering; coordinate with utility companies, State, City, and County agencies, and contract suppliers regarding future road alignments, City design and construction standards, FEMA requirements, and UDOT regulations; make presentations to Planning Commission, city council and other applicable bodies.
  • Supervise, coordinate, review, and approve all utility company and contractor road cut permits necessary for constructing and installing underground utilities including water, sewer, storm, telephone, cable, and fiber optic within the City street right of way; coordinate with code enforcement when violations are committed.
  • Supervise, review, and approve the administration of law enforcement, fire facility, roadway facility, culinary water, sewer collection, storm drain, and wastewater impact fees as well as engineering and inspection fees for developers, contractors, and builders; review and make recommendations to the Public Utilities Director regarding all impact fee issues.
  • Review, update, coordinate, train, and administer design and construction standards for culinary water, storm sewer, wastewater, and secondary water design; interpret and provide solutions to problems not addressed in these standards.
  • Review, supervise, and administer the bonding process; calculate, acquire, reduce, and recommend the release of all bonds, letters of credit, or performance guarantees associated with improvements within the City to the Director; coordinate with City and staff attorneys for delinquent bonds.
  • Determine existing water, sewer and storm drain infrastructure deficiencies within the City and develop short- and long-range plans and methods to mitigate the related problems; recommend and advise related policy or procedural changes of the ordinances and regulations.
  • Determine project scope and prepare requests for proposals; participate in consultant selection and evaluation; assist in administration of contracts for consulting services; oversee construction projects related to utility systems.
  • Design, manage and construct water, secondary water, storm water, and wastewater capital improvement projects.
  • Assist in the protection and administration of the City’s water rights and resources; represent the City on various water resource committees.
  • Contact vendors and service companies regarding prices and product availability; recommend approval and authorize payment to vendors as needed.
  • Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the fields of water, wastewater, and stormwater.
  • Conduct project investigations; identify or determine potential problems; coordinate fact collecting and data; prepare reports and recommendations.
  • Respond to and resolve difficult and sensitive inquiries and complaints; recommend and implement corrective action.
  • Perform other related duties and responsibilities as assigned.
