About The Position

The Public Service Worker – Utilities is responsible for completing tasks necessary to effectively and efficiently operate, provide, and maintain reliable and safe sanitary sewer and potable water systems. This role is crucial for achieving the Utility Division's Mission Critical/High Impact (MC/HI) goals and deliverables while fostering a positive work environment. The position involves operating and maintaining the water treatment, water distribution system, and wastewater collection system, requiring technical skills in repairing and maintaining various components like fire hydrants, gate valves, well and well houses, water storage facilities, sanitary lift stations, and sanitary sewer pipes. The role also includes general treatment plant operations, SCADA operations, and utility infrastructure location. Decision-making within operational parameters and a strong commitment to the Public Works Department and Utility Division are expected. Compliance with all safety and City policies, active team participation, and fostering a professional, honest, and ethical work environment are key aspects of this position. The role also supports city initiatives, fosters partnerships, and involves frequent communication with supervisors regarding areas of accountability. Mentoring and coaching other Public Service Workers, performing a variety of municipal sewer and water tasks, and fostering an inclusive work culture that advances the City’s diversity, equity, and inclusion goals are also part of the responsibilities. The employee is expected to maintain an environment that facilitates the 'Exceeding Expectations' philosophy of the City and actively support co-workers and city staff.

Requirements

  • High school diploma or equivalent.
  • A driver’s license, satisfactory driving record and the ability to drive.
  • A valid Class A commercial driver’s license including air brakes and tanker endorsement or the ability to obtain within 6 months of employment.
  • Possession of, or ability to obtain within 18 months of employment: Class S-D, MN Pollution Control Agency Collection System Operator certificate.
  • Possession of Class D, MN Department of Health Water Supply Operator certificate.

Nice To Haves

  • Certification or technical degree in water environment technology or related field.
  • 12 months or more of direct municipal experience.
  • Two years or more of utility maintenance and operations experience.
  • Possession of Class A commercial driver’s license including air brakes and tanker endorsement.
  • Possession of Class S-C MN Pollution Control Agency Collection System Operator certificate or higher.
  • Possession of Class C, MN Department of Health Water Supply Operator certificate or higher.
  • Experience with monitoring and operating SCADA systems.
  • Experience working in water treatment facility.
  • Project management experience.
  • Program logic control understanding and experience.
  • Electrical experience and/or training.
  • Plumbing experience and/or training.
  • Pump maintenance experience (lift stations and/or wells).
  • Sanitary sewer cleaning experience.
  • Sanitary sewer televising experience.

Responsibilities

  • Operate and maintain the water treatment, water distribution system, and wastewater collection system by understanding and achieving Utility Division MC/HI goals and deliverables.
  • Repair and maintain fire hydrants and gate valves, well and well houses, water storage facilities, sanitary lift stations, sanitary sewer pipe, general treatment plant operations, SCADA operations and locate utility infrastructure.
  • Make maintenance and operational decisions within the parameters of MC/HI goals and deliverables.
  • Continuously display a high level of commitment to the Public Works Department and Utility Division.
  • Comply with all safety related practices and procedures.
  • Comply with all City policies and procedures.
  • Act as a contributing Utility Division team member.
  • Actively seek and provide input regarding all aspects of the teams’ operations with other team members.
  • Continuously foster a positive working environment that displays an attitude of professionalism, open and honest communication, honesty, and ethical behavior.
  • Support, promote and actively foster and create partnerships with all staff and stakeholders to achieve City, Department and Division MC/HI goals and deliverables.
  • Through frequent oral and written communication, inform supervisor of matters of relevance in areas of accountability.
  • Mentor and coach other Public Service Workers.
  • Perform or assist in a wide variety of municipal sewer and water operation, maintenance, and repair tasks.
