About The Position

The Department of Public Utilities seeks an Engineering Manager to oversee day-to-day operations and lead the design and construction of diverse water and wastewater projects. This role requires a proven leader to manage technical teams and coordinate with internal and external agencies, contractors, and developers to support Hanover County's infrastructure growth. This is a management level, professional position. The incumbent assists the Deputy Director of Engineering & Development in planning, supervising, organizing, coordinating and directing engineering activities of the Department.

Requirements

  • Bachelor’s degree in engineering or related field required
  • At least five (5) years of progressively responsible engineering experience required
  • Professional Engineers (PE) license in the State of Virginia required
  • Criminal Records Check, including fingerprinting
  • Must obtain valid Driver's License within 30 days of employment to be eligible to operate a county vehicle
  • Extensive knowledge of modern principles of civil engineering, required.
  • Ability to evaluate plans, estimates and specifications.
  • Ability to manage budgets, programs and projects and to direct work of subordinates.
  • Ability to maintain effective working relationships with others and to effectively communicate verbally and in writing.
  • Ability to exercise good judgment and to work independently.

Responsibilities

  • Provides technical guidance, leadership, and supervision for capital projects, Department programs, and the development review process.
  • Supervises engineering division employees, performing related human resources functions and completing necessary paperwork.
  • Supervises and directs administrative and technical matters for the engineering section, including program implementation, interdepartmental coordination, personnel management and budget.
  • Manages design services contracts and reviews specifications, estimates and standards.
  • Assists Divisions in construction management of capital projects, serves as construction manager and supervises construction management of a variety of assigned projects in the Department.
  • Provides responses to inquiries and concerns from the public, in person and in writing.
  • Provides responses to inquiries and concerns from Economic Development and the private development community, in person and in writing.
  • Prepares reports and makes presentations as necessary, including VDH Local Review quarterly and annual reporting.
  • Acts as a liaison and provides coordination between DPU and the Town of Ashland regarding water and sewer improvements, development-driven projects, and DPU capital improvement projects within Town of Ashland boundaries.
  • Performs related work as required.
