About The Position

The Public Safety manager is responsible for managing the daily operations and investigations conducted in the Department of Public Safety. Supervises all Public Safety Officers, including monitoring and enforcing policies, practices, and protocols within the Department of Public Safety. This position coordinates investigative, enforcement, and educational activities with appropriate university officials and city and state agencies.

Requirements

  • Bachelor's degree in the related field.
  • Minimum of (1) years of supervisory experience in a law enforcement, public safety, or security department required.
  • Minimum of five (5) years of experience in law enforcement, public safety, or security department required.
  • Valid driver’s license required and must be insurable under the university’s motor vehicle insurance.
  • Meet state background check requirements under the Kari Koskinen Apartment Managers Act and requirements for a Protective Service Agent in the State of Minnesota.
  • Excellent problem-solving skills, including ability to initiate a prompt and appropriate response, often under stressful circumstances that impact life, safety, valuable assets, property, and institutional reputation.
  • Knowledge of legal issues in higher education, including arrest law, search and seizure, criminal law, use of force, Clery Act, Title IX, and other relevant legal issues.
  • Ability to supervise employees, including setting goals, managing performance, and motivating team members.
  • Ability to work effectively and collaboratively in a diverse work environment.
  • Intermediate computer skills, including creating and editing documents, spreadsheets, and basic databases; sending emails and searching the internet for relevant information; creating custom reports; and searching incident report and security systems.
  • Ability to write and evaluate incident reports.
  • Ability to manage video, audio, and other evidence.
  • Ability to conduct a full range of administrative functions and project management effectively, with solid organizational and communication skills.
  • Ability to lead, teach, and mentor others.
  • Ability to work in a team environment, work independently with little or no supervision.
  • Ability to maintain confidentiality and demonstrate patience and understanding.

Nice To Haves

  • Professional experience in public safety or security in a higher education setting.
  • Successful completion of FEMA courses ICS-100, 200, and 700.
  • Experience with security systems, including C-Cure 800 security system, Milestone IP video image software, and installation and maintenance of a variety of cameras, card readers, door hardware, and related technology and devices.
  • Experience with community policing.

Responsibilities

  • Supervise and schedule in-house and contracted public safety officers to provide a 24/7 campus presence, responding with urgent purpose to medical emergencies and security concerns.
  • Manage the full lifecycle of staff development, including vetting, initial training, and ongoing certification tracking for officers, contractors, and student workers.
  • Lead the development of emergency response plans and crowd control strategies while collaborating with city officials (Police/Fire/EMS) for campus-wide events.
  • Oversee the campus incident reporting process, conducting internal investigations and serving as the primary responder for significant issues during shifts.
  • Ensure legal compliance by accurately classifying crimes, maintaining the daily crime log, issuing alerts, and compiling data for the Annual Security Report.
  • Manage and budget for all security infrastructure, including CCTV, card access, radio systems, panic alarms, and the campus-wide keying strategy.
  • Conduct routine security surveys of campus property and oversee audits and maintenance for patrol vehicles, medical supplies, and department equipment.
  • Assist the Dean of Students and Title IX Coordinator on student conduct-related matters.
  • Serve as the primary authority in the Director’s absence and participate in university committees to guide campus-wide safety and security planning.
  • Develop and maintain collaborative partnerships with university departments, students, and city officials to foster a unified approach to campus safety.
  • Remain on-call for after-hours consultations and immediate response to critical incidents, ensuring leadership coverage during emergencies.
  • Manage daytime dispatch functions, student-led safety programs, and the auditing of specialized inventory such as medical supplies and evidence.
