About The Position

Under the direction of the Chief of Programming and Strategic Management for Recreation, with wide latitude for independent judgment, perform difficult administrative work for the Public Programs division. This role involves overseeing the planning and monitoring of city and grant-funded expense budgets for Recreation and monitoring other Public Program budgets as needed. The position requires conducting and presenting detailed budget expenditure analyses, drafting new need requests, reviewing spending plans, approving purchase requests, and ensuring compliance with city procurement policy. Collaboration with the Budget division to verify and resolve transaction activities, setting up and monitoring division contracts, and ensuring timely processing of purchase requests are key aspects. The role also involves using financial systems to prepare reports, write proposals, and present findings to leadership, as well as monitoring fitness equipment inventory and assisting in the design and planning of division capital projects. The supervisor will research and obtain affordable products to improve the Division’s level of service and utilize knowledge of city regulations, procurement procedures, and MWBE vendors to enhance efficiency. Duties for the Assistant Commissioner for Public Programs, including budgeting, purchasing, and coordination, will also be performed.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least one year of experience as described in '1' above.

Responsibilities

  • Oversee the planning and monitoring of both city and grant-funded expense budgets for Recreation and monitor other Public Program budgets as needed.
  • Conduct and present detailed budget expenditure analyses and draft new need requests as necessary.
  • Review Recreation spending plans; approve purchase requests and ensure compliance with city procurement policy.
  • Work closely with the Budget division to verify and resolve transaction activities for all Public Programs accounts.
  • Set up and monitor various division contracts and ensure appropriate tracking of contract expenditures and balances.
  • Work with the Purchasing & Accounting division to ensure timely processing of purchase requests.
  • Use eRequester to facilitate and manage purchase orders and approvals.
  • Using the Financial Management System (FMS) and Xplor, prepare reports, write proposals and present findings and recommendations to division and Agency leadership.
  • Monitor fitness equipment inventory using AMPS; track and report the use and maintenance of equipment.
  • Help design and plan division capital projects with an emphasis on proper branding, the procurement of long-lasting fitness equipment and timely project completion.
  • Research and obtain, through city procurement procedures, quality, affordable products that will improve the Division’s level of service.
  • Utilize knowledge of city regulations, procurement procedures, DCAS storehouse protocols, purchasing guidelines and Minority and Women-owned Business Enterprise (MWBE) vendors to improve Recreation’s efficiency as it applies to budgeting, purchasing and accounting.
  • Perform duties for the Assistant Commissioner for Public Programs including budgeting, purchasing, and coordination across other Public Programs units.
