About The Position

The Southern Nevada Regional Housing Authority (SNVRHA) is recruiting a Housing Programs Supervisor to join our team. SNRHA provides affordable housing to low- and moderate-income households through its public and affordable housing programs. The Housing Programs Supervisor manages staff engaged in housing assistance, including overseeing assigned functions such as eligibility, inspections, new leases, reexaminations, and terminations; performs related work as required by the designated area. When Assigned to HUD Inspections: Supervises Inspections Department staff whose primary responsibilities are to inspect housing units in the SNRHA Housing Choice Voucher (HCV) program; to assure housing units are up to standard and in compliance with required rules and regulations; and to maintain appropriate records and reports pertaining to inspections.

Requirements

  • Equivalent to a Bachelor’s degree from an accredited four-year college or university with major coursework in social work, sociology, urban studies, public administration, or a related field.
  • Three (3) years of experience administering public/affordable housing programs and/or human and social services work experience.
  • A combination of formal education and directly related work experience may substitute for the degree. The Southern Nevada Regional Housing Authority (SNRHA) assesses one and a half (1.5) years of full-time experience as equivalent to one (1) year of education.
  • Internal candidates will meet the minimum qualifications with a minimum of six (6) years of relevant work experience administering public or affordable housing programs and/or human or social services programs in lieu of the educational requirement.
  • A valid Nevada Driver’s License is required with an insurable record at the time of appointment.
  • For Inspection, a Housing Inspection certification is required; candidates must be able to obtain the certification within one year of employment.
  • For Eligibility, Rent Calculations, and Eligibility in the Low-Income Housing Program, certificates from a HUD-approved certification agency are required within one year of hire.
  • For Housing Choice Voucher: Public Housing Management (PHM), Public Housing Rent Calculation. HCV Management certification within two (2) years of hire.

Responsibilities

  • Plans, organizes, prioritizes, assigns, reviews, and evaluates the work of professional, clerical, and technical staff engaged in housing or related activities and services.
  • Provides input in developing and implementing goals, objectives, policies, and priorities for housing programs; recommends and administers policies and procedures; and participates in preparing and managing budgets.
  • Oversees and participates in developing and administering Housing Authority programs; ensures that programs comply with Federal and State laws, regulations, and reporting requirements.
  • Monitors laws, regulations, and technology changes that may affect program operations.
  • Provides staff training on matters such as new processes, software updates, and verification tools; prepares instruction, documentation, and procedural guides; trains, counsels, develops, and motivates employees in appropriate work procedures, standards, practices, and behavior, including workplace safety; audits and provides quality control for the department.
  • Performs the most complex and sensitive work in housing programs and eligibility functions; responds to complex and sensitive public inquiries and complaints; and assists with resolutions and alternative recommendations.
  • Performs a variety of complex data compilation and research; prepares summaries, reports, and correspondence.
  • Maintains program integrity; investigates possible program violations. Prepare information for and present/conduct hearings.
  • Maintains and applies knowledge of applicable laws, regulations, and Department of Housing and Urban Development (HUD) guidelines.
  • Attends department and organization meetings; participates in various mandatory training activities; obtains and maintains housing certificates for multiple departments related to assignment as described below.
  • Performs supervisory monitoring of staff whose primary functions are the completion of initial, annual, and special inspections and rent reasonableness as well as, clerks assigned to the inspections department as support staff; assures proper condition of units including compliance with HUD's guidelines and regulations and SNRHA policies and procedures.
  • Ensures rent reasonableness is completed timely and in compliance with HUD regulations and Housing Authority policies and procedures.
  • Investigates claims related to tenant damage and violations of HUD inspections; perform re-inspections to confirm repairs have been made; determines liabilities for tenants and owners; prepare necessary letters and answer questions; and attend Informal Hearings if requested.
  • Responsible for conducting quality control reviews to ensure compliance with established policies and procedures and adherence to program requirements.
